OBJECTIVES OF THE PROGRAMME : To contribute to the improvement of the health status of the population, through the strengthening of national health system and health system management. The incumbent will provide sector wide advice to facilitate national health policy dialogue across programmes and systems with the goal of moving towards universal health coverage and shifting towards people-centred primary care and advancing towards health-in-all policies. | |
Description of duties: Under the supervision of the WHO representative the incumbent will perform the following duties: 1. To organize WHO country support aimed at developing national capacity to analyze, review/develop robust national health policies, strategies and plans (NHPSP) including costing, monitoring and evaluation of their implementation; 2. To strengthen the capacity of national stakeholders for an effective structured health policy dialogue including a policy agenda of universal health coverage, people-centered care and health- in- all development policies; 3. To increase stakeholder support to, and alignment of international partners, with result-oriented NHPSP including the signing of country compact; and assist WR in his capacity of focal point for HHA mechanisms at country level; 4. To contribute to the development and implementation and monitoring of the NHPSP and national road map for Human Resources for Health; 5. To contribute to the strengthening of the national health information systems and operational research to generate evidences for policy decisions and monitoring of progress towards national and international agreed goals; 7. To provide support for strengthening partnerships among relevant actors including government, private, NGOs, multilateral and bilateral donors, professional associations and the community, as well as giving support to the WR in his capacity as HHA focal point; 8. To support actions to improve access, quality, safety, rational use of medicines , medical products and technologies including their regulation; 9. To contribute to the inception and effective implementation of the WHO Country Cooperation Strategy and UNDAF process; 10. Perform any other tasks as determined by WR. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in medicine with post graduate degree in public health Desirable: Health economics and national health planning background. | |
Skills: 1. Technical expertise in planning, monitoring and evaluating health systems; 2. Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries; 3. Demonstrated ability to analyze political contexts and interact and negotiate effectively with multiple interests at the political level; 4. Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level; 5. Ability to plan, analyze data and design studies, 6. Ability to monitor and communicate progress in terms of process and results. Writing skills; computer software (Stata, Epi-Info; SPSS, Word processing; Database) | |
Experience: Essential: Minimum 7years of experience in policy, planning, managing or developing health systems including at least 5 years of experience at international level in low-or middle-income countries. Proven ability to interact effectively at the political level with multiple high-level stakeholders. Desirable: Experience in District health management Relevant experience in WHO, UN or other international organizations. | |
Languages: Excellent knowledge of French with a good working knowledge of English; knowledge of other UN languages would be an asset. | |
Annual salary: (Net of tax) USD 67483 at single rate USD 72467 with primary dependants | Post Adjustment: 40.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
