GENERAL CONTEXT
Médecins Sans Frontières is an international, independent medical and humanitarian organisation offering care to populations who suffer, to victims of natural or man-made disasters and the victims of armed conflicts without discrimination and regardless of their race, religion, beliefs or political affiliation.
The MSF movement is organized around five operational directorates supported by 23 sections and offices across the world. MSF OCBA is one of these operational centres. The operations are implemented by 41 teams in the field and 20 mission coordination teams and organizational units based in the Barcelona, Athens, Nairobi and Buenos Aires HQ’s. The operations in the field are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including Organizations and Systems within the General Directorate Department.
JOB OBJECTIVES
- Define and implement organizational models, processes and cross-cutting procedures in accordance with the Organization’s process map and the strategic planning in force and Logistics and Supply policies in order to ensure the efficiency, integration and improvement of the Organization
- Together with the people in charge of processes and functional areas, analyze operational and procurement logistical and supply flows (Supply Chain Management – SCM), according to MSF’s principles and values, the strategic planning and the annual planning to guarantee transparency, accountability and compliance with the rules
- Analyze and monitor the development of the processes and procedures defined based on the improvement, monitoring and follow-up plans approved by the Management Team to help fulfil de principles of efficacy, integration and quality
- Propose and implement the improvements detected when monitoring and reviewing processes seeking to ensure the Organization’s continuous improvement
- Define the indicators as per the Organization’s Strategic Planning and applicable policies in order to monitor the achievement of the objectives set
This position is hierarchically accountable to the Deputy General Director Organization and Systems
MAIN TASKS
- Monitor process management and the use of procedures in Logistics and Procurement to guarantee their compliance
- Define and implement cross-cutting process monitoring, focusing on logistics, in order to improve transparency, accountability and efficacy enhancement
- Boost the design and development of MSF OCBA’s process-based management, stimulating the Organization’s continuous improvement.
- Manage and coordinate projects to improve processes and systems to achieve the objectives agreed, and the time and quality envisaged
- Identify improvements to the processes or systems in Logistics and Procurement together with the people in charge to help improve their efficacy and achieve their objectives
- Propose new procedures within Logistics and Procurement with the collaboration of the people in charge within the Logistics Department in order to improve the area’s efficacy
- Contribute to transferring knowledge to the organization in the areas under his/her responsibility
- Manage and support and maintain the various systems in Logistics and Supply and undertake support and maintenance tasks in various systems in Logistics and Supply (SAP, LogX, Reporting Systems, Unifield) to guarantee they work correctly
- Define, implement and keep OCBA’s data and information standards, together with their owners in order to guarantee their integration, use and proper interconnection internally, locally and internationally
- Coordinate external consultants to guarantee the system works and incidences are solved seeking to guarantee access to information
- Monitor and enhance that cross-cutting work with other departments and processes are properly dealt with to find the most efficient solutions
- Coordinate training to users about new solutions and procedures implemented in the area to guarantee procedures are fulfilled and applications are efficiently used
- Make change management easier in his/her functional area, supporting the hierarchical line
- Participate in defining and dimensioning the organizational structure to ensure its coherence
- Participate in the strategic planning process within Organization and Systems
- Coordinate the DPO/MBO process by setting objectives, analyzing coherence and evaluating departments and services, following up the entre process and providing the necessary support to process managers
- Coordinate, develop and monitor the implementation of a comprehensive control panel for the Organization in accordance with the strategic plan and included annual plans, as well as collaborating with the rest of departments to help them develop theirs
- Contribute to the design and development of an organizational model the a governance model (functional and relationship-based models) needed to deploy the Organization’s strategy
- Participate in international projects and lead local deployment processes for the solutions defined in them.
SELECTION CRITERIA
Education and experience
• Industrial engineering, higher degree in Business Administration, Economics or the like • Experience in Supply Chain Management within an international and humanitarian environment • Experience in coordination of activities within a multinational and multicultural setting • Experience in projects to improve logistical processes and reporting and implementation of information systems • Knowledge of some of the following technical support families desirable: transport, cold chain, construction, watsan • Knowledge of international trade regulation desirable • Experience in Logistics and Supply, projects to improve processes and systems within Logistics and Supply. • Experience in implementing ERP, Logistics and Supply and Business Intelligence systems. • Experience in project management and coordination. • MSF field experience in Logistics highly desirable • English, Spanish. French desirable

• Expert level: Microsoft Office o OpenOffice, Microsoft Project, Microsoft Visio • ERP systems: mySAP ERP, Oracle, OpenERP and SCM solutions • Business Intelligence systems • Logistix system

• Based in Barcelona at the Médecins Sans Frontières Span Headquarter. • Full time management • Minimum commitment of 3 years. • Annual gross salary: 35,608.10 € (divided into 12 monthly payments) + secondary benefits as per the MSF OCBA Compensation Policy • Starting date: immediately
