Purpose and Objectives of the Consultancy.
The purpose is to investigate the effectiveness of mobile cash transfer mechanism in the urban Niamey context as compared to MFI transfer modalities while preventing urban refugee households in difficult socio-economic situation to use coping strategies that are harmful for their integrity.
The proposed research will investigate the following topics:
- Effectiveness and efficiency of mobile transfers compared to MFI transfers including: ease and speed by which cash is redeemed; impact on security and other factors.
- Challenges, limitations and constraints associated with each transfer modality
- Satisfaction among beneficiaries and factors that may inhibit use of mobile transfers
- Accountability including: communication with beneficiaries; complaint mechanisms and support to resolve problems using mobile phones and accessing electricity
- Good practices in programme design and delivery for replication in other areas
- Analysis of the beneficiary targeting criteria (i.e. assessment of criteria used for the selection of beneficiaries and non-beneficiaries—were they the right people? Were there registered refugees who were not in fact refugees?)
- Disaggregation of analysi s with consideration for variations related to gender and age
Deliverables
The consultant will deliver the following outputs:
- Analysis of the effectiveness of mobile cash transfer mechanism in urban context that includes comparative analysis with MFI transfer modalities.
- Final report wither versions in both English and in French.
- Dissemination plan for report that ensures key findings and policy recommendations influence key stakeholders at national level including: Food Security and Livelihoods Cluster, Cash Learning Partnership (CaLP www.cashlearning.org/) and international level as appropriate.
Period and Duration of the Consultancy
The consultancy will take place in November and December of 2013 and the finalised outputs must be fully completed with approval by 13 December 2013 . The expected start date for the consultancy is 4 November 2013 with a maximum of 25 work days.
Qualifications and experience
- A solid academic profile including recent publications related to mobile technology in the development/humanitarian sector
- Familiarity conducting research in urban contexts
- Experience evaluating projects through a variety of research methods
- Experience conducting research in developing countries is essential and past work in Niger and/or francophone West Africa highly desirable
- The consultant should be fluent in English and French
