RECRUITMENT OF A CONSULTANT FOR THE FINAL EVALUATION OF KANKOSSA EMERGENCY ASSISTANCE PROJECT
- Introduction
Kankossa Emergency Assistance Project is a two phase Emergency Food Security Program (EFSP) implemented in Mauritania by World Vision (WV) in response to the Sahel food and nutrition crisis. The KEAP program (Phase I & II) was implemented using Title II resources aimed at improving the food insecurity situation in Kankossa District and building community resilience. KEAP I assisted 4070 households mainly through conditional and unconditional cash-based food voucher (CBFV) transfers while the second phase (KEAP II) focused on recovery and resilience by strengthening community livelihood strategies through asset creation and rehabilitation in order to reduce exposure to risks and improve households’ (HHs) ability to improve their economic conditions for effective adaptation to shocks. WV designed KEAP II to address both chronic vulnerability as well as the on-going need to initiate and continue livelihood recovery and the overall objective of the evaluation is to assess the impact of program achievements relative to the following program objectives: • To provide emergency food assistance to vulnerable HHs through CBFV • To improve livelihoods recovery for affected populations • To create and rehabilitate community assets to enhance resilience through voucher for work (VFW) interventions.
- Evaluation Scope
The scope of the evaluation is as follows: The extent to which the project has succeeded in providing the emergency food assistance, and enhancing resilience through voucher for work interventions. Program Efficiency Program Effectiveness Program Relevance Program Impact Program Sustainability
- Evaluation team
The Evaluation Team Leader (Consultant) will be responsible for planning and organizing the evaluation. S/he should have superlative writing and interpersonal communication skills, as s/he will be responsible for preparing the final evaluation field questionnaire and report as well as supervising cultural interaction with personnel, counterparts and community members throughout the review.
- Duration of Assignment
The assignment should be executed between October 14, 2013 and November 22, 2013
