Background:
Mercy Corps has been working in the Democratic Republic of the Congo (DRC) since 2007, with a focus on both humanitarian response and development programming. Mercy Corps’ current programs focus on the provision of water, sanitation and hygiene (WaSH) services in camps for internally displaced people, and large-scale WaSH infrastructure and service delivery in urban centers. With a staff of more than 150 people, Mercy Corps also implements food security, economic recovery/development and governance programs in North Kivu and Orientale Provinces.
Purpose / Project Description:
Mercy Corps recently received funding for a DFID-funded program to increase access to water, sanitation and hygiene in four urban centers in eastern DRC. Mercy Corps is preparing a series of quantitative and qualitative assessments to take place during the one-year inception phase. These assessments will focus on the technical sectors of water, sanitation, hygiene, governance, gender, environment and market development.
Water governance is an integral part of the program. During the inception phase, Mercy Corps will assess and analyze the existing water governance structure and develop a water management strategy that will promote effective and sustained governance of water management systems. The assessment will also look closely at the coordination between non-governmental actors that are involved in water provision. The participatory assessment process will not only enable Mercy Corps to gather data and information, but will also be a collaborative process whereby the beneficiaries will be made part of the inception/design process. The governance assessment will be closely coordinated with other technical sector assessments.
The Governance Consultant will work closely with Mercy Corps’ Governance Senior Technical Advisor and will be responsible for preparing and conducting the governance assessment and documenting assessment findings.
Consultant Activities:
The Consultant will:
- Develop participatory assessment and action planning tools (estimated duration: 7 days).
- Train assessment teams on the use of survey tools (2 days).
- Lead and oversee a participatory assessment on the existing water governance structures, including an actor mapping exercise of government, non-governmental and private sector actors, in close coordination with the private sector consultant and other members of the assessment team (14 days).
- Assist in analyzing the data collected in the initial assessment process (7 days).
- Guide the participatory action planning process for developing a comprehensive water management strategy for the implementation phase of the program (7 days).
- In coordination with other technical sector consultants, oversee the development of the action plans and the consolidation of these plans to develop a water management strategy (3 days).
- If time allows, visit water programs funded by other donors in western DRC.
Consultant Deliverables:
- Written summary of data findings, including actor and relationship mapping report
- Participatory systems analysis report
- Participatory action plan
- Written water management strategy
Timeframe / Schedule:
The Governance Consultant will commit to an estimated total of 40 working days, preferably starting in the final quarter of 2013.

Profile of the Consultant:
- BA/S or equivalent in social science, international development or other relevant field.
- Demonstrated skills and experience in designing and conducting participatory assessments, and analyzing both qualitative and quantitative data.
- Demonstrated ability to work effectively with diverse groups and individuals, including senior political, civic and business leaders.
- Minimum of five years of field experience, three years as a governance technical specialist
- Strong written and oral communication skills in English. French and/or Kiswahili proficiency strongly preferred.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
