PSI seeks qualified candidates for the position of Finance and Compliance Director for PSI’s vibrant Angola platform. This management team-level position is based in Angola’s capital Luanda and will report to the Deputy Country Representative.
PSI Angola has a current annual budget of approximately US$10 million. The country office’s main projects are an integrated health social marketing project and an HIV combination prevention project with a focus on Most-at-Risk-Populations, though PSI Angola has a varied portfolio of projects that lead to significant health impact in other areas as well. Current donors to PSI’s activities are USAID, PMI and ExxonMobil. The selected candidate in this exciting management position will be responsible for the successful and effective functioning of the departments of Finance and Compliance, Subcontracts and Subawards and Procurement. She/he will directly supervise a diverse Finance and Compliance team, and two managers that lead the Procurement and Subaward/Contracts. The Finance and Compliance Director will coordinate closely with all budget holders to ensure timely and accurate forecasting, reporting and compliance of all financial, procurement and audit stipulations of each of the funding partners and will also support program managers with budget development.
She/he will understand and outline the key functions of the departments with reference to current and future needs, volume of work and quality requirements.
RESPONSIBILITIES: Specific duties relevant to each functional area include, but are not limited to:
Finance & Compliance • Ensure contractual compliance with PSI and donor regulations; • Ensure that internal and external financial reports are of high quality; • Oversee the development of program budgets, assist in coordinating work plans; • Lead development of internal control systems; • Liaise with PSI/Washington accounting departments and backstopping team; • Manage internal and external audits and ensure that audit recommendations are implemented; • Build capacity among program managers in financial monitoring and budget tracking.
Subawards and Subcontracts • Ensure adequate functioning of the department and staff; • Manage financial and compliance aspects of subawards and subcontracts.
Procurement • Ensure compliance with existing procurement policies; • Oversee the procurement function’s international and local procurements, avoiding any stock-outs for PSI products and ensuring rapid turn-around on local purchases; • Minimize fraud via active monitoring and close coordination with internal and external audits; • Maximize efficiencies and cost-savings.
QUALIFICATIONS:
• Master’s degree in relevant field preferred or equivalent experience;
• Minimum two to four years developing country work experience required; • Three to five years proven experience and ability to motivate and manage finance and contract administration personnel in a dynamic and growing work environment; • Strong financial and operational management experience with proven management skills; • Fluency in English required, Portuguese and/or Spanish preferred; • Demonstrated ability to produce results; • Familiarity with international donors and US government financial procedures preferred.
