Purpose of the Position:
Under the general guidance of the Regional Chief of Operations, the incumbent will proactively support management and the oversight of VISION processes for country offices within the ESA region by working directly with country offices, the regional office, Supply Division and NYHQ.
The incumbent will provide coordination and support in the generation of reliable and timely information, monitoring and reporting of system data for the ESA countries and the regional office.
The incumbent will also serve as the ESAR VISION RSME (Regional Subject Matter Expert).
Key Expected Results:
- ANALYSIS, OVERSIGHT AND MONITORING -ESAR countries use and understanding of VISION via standard VISION and Performance Management Information System reports and queries from countries analysed.
-Country offices assisted through the monitoring and implementation of Financial Rules and Regulations and associated implementation risks as well as in the adherence to identified and analysed controls in VISION.
-Countries are supported to develop and fine tune VISION business work processes as the understanding of the functionality of the VISION increases
-Participate in the Efficiency & Effectiveness initiative with other regions as well as HQ to advise on the implications and benefits resulting from VISION implementation for countries in ESAR.
- VISION SUPPORT -Provide specialist transactional support via the adept user network to countries as well as continuing to build capacity via training and mission support
-Identify training needs related to the use of VISION processes, procedures, and reporting for countries and the regional office
-Provide VISION user training on the various tools (such as APPROVA and Service Manager) and modules of VISION (to include not only the "how-to" but also the 'why')
-Develop business tools, reports, key performance indicators (KPIs) that would help Advisors and Managers carry out strategic analysis. This would be based on analysed data from VISION provided as reports that would support the monitoring of performance and identification of areas for further improvement
Qualifications of Successful Candidate:
- An Advanced university degree (Master's) in Social Sciences, International Relations, Development, Business Administration, Information Technology or directly related technical field(s) is required.* Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution is considered an asset.
- A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in related technical fields (as identified below), may be taken in lieu of an advanced university degree.
- A minimum of five (5) years of relevant work experience, with prior hands-on experience in SAP/ERP administration is required. Awareness of rules, regulations and security policies with respect to system access i.e. Segregation of Duties (SoD), is highly desirable.
Familiarity with ERP/SAP interfaces, especially towards the management of various user roles and authorizations is highly desirable. Previous hands-on experience in providing technical and business customer support and services related to an ERP system is desirable. Knowledge of UN/UNICEF rules and regulations, and procedures is an asset.
- Fluency in English is required (excellent writing and communication skills) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
