Gender Assessment Consultant

Background:
Mercy Corps has been working in the Democratic Republic of the Congo (DRC) since 2007, with a focus on both humanitarian response and development programming. Mercy Corps’ current programs focus on the provision of water, sanitation and hygiene (WaSH) services in camps for internally displaced people, and large-scale WaSH infrastructure and service delivery in urban centers. With a staff of more than 150 people, Mercy Corps also implements food security, economic recovery/development and governance programs in North Kivu and Orientale Provinces.
Purpose / Project Description:
Mercy Corps recently received funding for a DFID-funded program to increase access to water, sanitation and hygiene in four urban centers in eastern DRC. Mercy Corps is preparing a series of quantitative and qualitative assessments to take place during the one-year inception phase. These assessments will focus on the technical sectors of water, sanitation, hygiene, governance, gender, environment and market development. Quantitative surveys will collect data disaggregated by sex and age, and will incorporate gender-sensitive questions in their design. Surveys will include data collection around gender-related barriers, vulnerabilities and opportunities in each sector.
In addition to these surveys, Mercy Corps will conduct a separate gender assessment. This assessment will take a holistic look at the barriers, vulnerabilities and opportunities that men, women, girls and boys face in relation to WaSH in the identified site locations. The gender assessment will emphasize qualitative methods and will include exposure to gender-based violence as a part of the research area. The assessment will include data collection around access and control of resources, decision-making at the household and community levels, time poverty and mobility issues for all gender groups. Exposure to violence for different sex and age groups and recommendations to mitigate that exposure will be an expected outcome of the assessment.
The Gender Assessment Consultant will report to Mercy Corps’ Gender Advisor and will be responsible for preparing and conducting the gender assessment, providing feedback and recommendations on survey tools and documenting assessment findings.
Consultant Activities:
The Consultant will:
  • Complete a desk review of existing documentation on local context, gender and WaSH concerns (estimated duration: 5 days).
  • Ensure gender integration in assessment tools for other sectors (10 days).
  • Train assessment teams on gender-sensitive data collection (2 days).
  • Apply gender analysis to quantitative survey findings from other sectors (governance, WaSH, environment, private sector/market development) (10 days).
  • Conduct the qualitative gender assessment, with a focus on gender-based violence and gender-related questions raised during the quantitative assessments (10 days).
  • Provide recommendations on strategies to integrate assessment findings into program design based on gender assessment and findings from other sector assessments (3 days).
  • Write up findings from the gender assessment (7 days).
Consultant Deliverables:
  • Written summary of desk review
  • Written summary of quantitative data findings, qualitative data findings and recommendations for program implementation
  • Gender assessment report
Timeframe / Schedule:
The Gender Assessment Consultant will commit to an estimated total of 47 working days, preferably starting in the final quarter of 2013.

Program Director, DRC country team members, Technical Support Unit team members, members of the assessment team
Profile of the Consultant:
  • BA/S or equivalent in gender studies, social science, international development or other relevant field.
  • Demonstrated skills and experience in designing and engaging in qualitative data collection research, analyzing both qualitative and quantitative data, and applying gender analysis to data collected, with an emphasis on identifying vulnerabilities by gender group and GBV prevention opportunities.
  • Minimum of five years of field experience, three years as a gender technical specialist
  • Strong written and oral communication skills in English. French and/or Kiswahili proficiency strongly preferred.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
