Background:
Displacement continues to affect a significant proportion of the Libyan population, with a recent estimate placing the number of internally displaced people (IDPs) at approximately 74,000.[1] IDPs are necessarily more vulnerable to human rights abuses and neglect.More concretely, displacement of a group, family or individual often results in a number of interlinked protection concerns encompassing access to shelter, food and services, as well as lack of security and mobility, and family separation. Implementing an effective response is challenging in the current Libyan context.This is especially so because of the nascent character of the majority of Libyan civil society organisations (CSOs), which are attempting to bridge the gap between the needs of displaced populations and the available State-supported assistance that is available.
Purpose / Project Description:
Mercy Corps is contributing to supporting local CSOs to better bridge that gap under the framework of the Libyan Protection Governance Initiative (LPGI) project, funded by the European Union.This project focuses particularly on building the capacities of local civil society organizations to respond to the risks faced by vulnerable families and individuals in their area.To this end, project activities take advantage of Mercy Corps' strong grassroots links in Libya. This is reflected in Mercy Corps’ history of IDP protection work in Libya as well as its previous work building civil society capacities and providing conflict resolution and negotiation skills to community leaders. During the different phases of the crisis, Mercy Corps has built capacities for humanitarian response and protection monitoring in partnership with informal local groups, community leaders, and Libyan civil society organizations working on crisis response in Libya. These grassroots linkages are now being enhanced through the establishment of localized referral mechanisms bringing together civil society and government service providers, which will contribute to improved service provision for IDPs and other vulnerable groups.
Mercy Corps is also continuing to conduct robust protection monitoring, with the aim of transferring protection monitoring skills to local civil society organizations throughout the project period. This monitoring allows Mercy Corps and local partners to track and resolve general protection concerns, and mobilize relevant actors to improve service provision and mitigate protection risks to IDPs and other vulnerable communities wherever possible. Furthermore, Mercy Corps is working with local partners to systematically identify and facilitate support for vulnerable IDP families and individuals, and help identify strategies to build their self-reliance.
Consultant Objectives:
One of the components of the LPGI project is the delivery of organizational development training to the local CSO partners that Mercy Corps works with for the implementation of other project activities, for which this Consultant is sought. The objective of the Consultant is the implementation of organizational development training for Mercy Corps’ local CSO partners, which will contribute to enhancing the knowledge, attitudes, values and structures of those local CSOs, in order to strengthen their capacity to exploit new technologies, identify opportunities for interventions that will contribute to protection objectives, and operate in an unstable environment with shifting priorities.
Consultant Activities:
The Consultant will:
- Develop and/or identify appropriate organizational development training materials, incorporating financial management, project management, strategic planning and identifying/responding to funding opportunities, and provide them to Mercy Corps for review and approval.
- Respond to feedback from Mercy Corps regarding the training materials and revise the materials accordingly, if required.
- Provide information regarding the logistical requirements for the delivery of two 3-day organizational development trainings for staff from local CSOs with which Mercy Corps is working and, if required, participate in a joint meeting (may be held by skype) with Mercy Corps to contribute to the finalization of logistic arrangements for the training.
- Contribute to the design of an impact evaluation survey for training participants, by providing feedback on a draft to be produced by Mercy Corps.
- Deliver two 3-day organizational development trainings for staff from local CSOs with which Mercy Corps is working (one in Tripoli and one in Benghazi), undertaking all facilitation for the trainings (logistical support will be provided by Mercy Corps in both locations).
- Contribute to the gathering of impact monitoring and evaluation data, by facilitating the distribution and collection of impact evaluation surveys to training participants, and handing over the surveys to Mercy Corps at the conclusion of the trainings.
Consultant Deliverables:
The Consultant will:
- Develop and/or identify proposed organizational development training materials, and provide the materials to Mercy Corps for review prior to the training. The content of the training materials should include but is not limited to:
- financial management;
- project management;
- strategic planning; and,
- identifying/responding to funding opportunities.
- Deliver training materials revised in line with Mercy Corps/LibAid feedback.
- Provide a list of requirements regarding venue type/size/set up, production of training materials, stationary for participants, etc. for the delivery of two 4-day Sphere training courses.
- Provide written feedback on a draft impact evaluation survey produced by Mercy Corps in relation to the trainings, facilitate data collection and handover the collected data to Mercy Corps.
- Deliver two 3-day organizational development trainings for staff from local CSOs with which Mercy Corps is working (one in Tripoli and one in Benghazi).
