Water, sanitation and hygiene (WASH) activities have increasingly become a major component of NRC programmes but until recently were managed within NRC’s core competency of shelter activities. In recognition of the growing importance of this component in NRC’s response to the needs of displaced peoples, and in order to expand and enhance NRC’s humanitarian activities, NRC decided in 2012 to establish and develop WASH as a core competency in its own right. The key purpose of this role is to provide technical support to enable the delivery of high quality WASH programmes across the 20+ countries where NRC is operational. The post holder will facilitate access to technical support for all WASH teams, with a main focus on hygiene promotion (where more capacity development and support is required), but also providing assistance with engineering components.
The WASH Adviser will be part of a team of technical advisers (covering NRC’s core competencies of shelter, WASH, food security, education and legal assistance) working in the Technical Support Section in Oslo, within the department responsible for NRC’s field operations. The role of the WASH Adviser is to contribute to:
Supporting NRC’s country operations to develop and implement relevant, innovative and high quality WASH responses to meet the needs of displaced people
Developing policy, strategies and new approaches to enhance the ability of NRC to respond effectively and appropriately to the WASH needs of displaced people.
Networking with other concerned agencies to raise NRC’s profile and professional credibility in the WASH sector, share and learn from others and remain an active member of technical networks, as a means to furthering NRC’s capacity to respond to the WASH needs of displaced people.

◾Identify and present relevant methods and models for WASH in NRC programmes, covering both “hardware” (latrine construction, borehole drilling etc) and “software” (community mobilisation, hygiene promotion, behavioural change etc) components
◾Collect and ensure staff access to key international standards, guidelines, handbooks and best practices related to WASH
◾Develop an NRC WASH handbook, adapted to the relevant scope and priorities for NRCs involvement in the sector
◾Support the definition and development of an NRC WASH emergency response capacity
◾Act as a central support resource for existing and new NRC WASH programming
◾Provide strategic level support and advice to country programmes and NRC’s rapid response team
◾Contribute to development and use of an effective assessment, monitoring and evaluation system in NRC to promote quality control and learning across WASH programmes
◾Explore synergies and areas of coordination with the other NRC core competencies, such as shelter, education, ICLA, food security & livelihoods, and the integration of key thematic focus areas such as the environment, cash and voucher programming, gender, youth and urbanisation
◾Support joint assessments and programming in new countries, emergencies and start –up of new programmes
◾Develop organisational learning across the WASH portfolio
◾Develop innovative new approaches or activities in response to WASH needs of displaced people
◾Participate in recruitment and development of technical staff
◾Develop materials and modules and participate in training events
◾Control and monitor any funds earmarked for programme development within the WASH core competency
◾Establish relations with the global WASH cluster and other relevant actors/technical coordination platforms, international networks or research institutions
◾Support HQ and country programmes when communicating with prospective donors, and assist with preparing donor strategies or funding matrixes for WASH programmes
◾Keep abreast of developments in the sector
◾Contribute towards NRC’s advocacy activities as per overall plans and strategies

◾Balanced overview both in theory and in practice of the ‘hardware’ and ‘software’ components of WASH
◾Minimum 8 years of relevant work experience, with at least 3 years relevant work experience in complex emergencies/conflict areas and at least 5 years work experience within WASH programmes, covering both the management, engineering, behaviour change and community aspects
◾Experience with the role of an adviser
◾Experience of providing remote support to programmes, including the ability to facilitate debate and influence people
