Background

The goal of the Social Audit to Improve Governance and Accountability in the Social Sectors in Egypt project is to improve health service delivery by promoting accountability and civic participation through Social Audit in Egypt. The application of Social Audits will lead to the achievement of the following broad goals i) increased community involvement in service delivery leading to increased transparency, accountability and access to information, ii) enhanced participatory governance leading to better quality decision making, greater accountability for political commitments, anti-corruption monitoring and more efficient and effective use of public budget, iii) fostering policy dialogue and civil society participation in service delivery
Summary
The Participatory Governance Expert will be responsible for leading the implementation of the project by providing expert advice on best global practices in social audit and adapting a framework for the Egyptian context, building full stakeholder buy-in
Responsibilities
• Conduct secondary research on available tools and methodologies for performing Social Audit, including any information on measured improvements in performance following use of Social Audit; published experiences with Social Audit inside Africa and selected relevant cases outside Africa; discover and investigate recent experiences with Social Audit in Africa that have not been published.
• Coordinate with institutions who have done meaningful work on Social Audit in Africa.
• Coordinate with development partners working in Egypt, including the World Bank and others, to collect their technical inputs.
• Conduct primary research on 3 Social Audit cases in selected African countries including field visits. Field visits may be performed by incumbent, or may be performed by other consultants. Research will include tools and methodologies selected, processes used, performance improvements gained, and lessons learned on what is most effective and what is not.
• Develop a Social Audit framework most applicable to the Egyptian context and needs, and develop a manual with procedures, tools, forms, etc. for the African Development Bank's (ADB's) RCM's.
• Disseminate the report and findings electronically, via ADB's website and other electronic communications channels.
• Prepare conference presentation and workshops to disseminate findings.

Qualifications
- Master’s degree or higher in public policy or in a closely related field.
- Minimum 10 years international development experience
- Previous global experience with participatory governance, co-governance, or social audit.
- Experience with conducting literature reviews and publishing in peer review journals
- Prior work experience in Egypt a plus
- Previous experience in analysis of social policies in developing countries, particularly in Africa
- Highly proficient with Microsoft Outlook, Office, databases and other computer applications.
- Outstanding oral and written English. Working proficiency in Arabic required.
- Organized and results-oriented
