The Elizabeth Glaser Pediatric AIDS Foundation, a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. Our mission is to prevent pediatric HIV infection and to eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. BACKGROUND Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) supports the Government of the Kingdom of Swaziland (GKOS), Ministry of Health (MoH) with the goal to prevent pediatric HIV infection and reduce HIV-related morbidity and mortality among women, children, and families. The USAID EPAS project (2010-2015) focuses on the major strategic objectives to strengthen MoH’s effort to eliminate pediatric AIDS in Swaziland. In Swaziland EGPAF support the MoH to implement MNCH with special focus on PMTCT within the following objectives: • Universal access to PMTCT including expanded delivery of services to achieve elimination of mother to child transmission of HIV. • Sustained Quality, Comprehensive, Integrated PMTCT services at GKOS Health Facilities • Strengthen National Health System in accordance with the MOH’s plans for PMTCT • Provide TA to MOH on reviewing, adapting and developing policies, protocols and guidelines for PMTCT services
The mission of the Swaziland Reproductive Health (SRH) Program in the MoH is to attain the highest possible level of health for all the people of Swaziland through the development of appropriate SRH policies, objectives and strategies. Among the strategies is training of health care workers using comprehensive and appropriate Maternal Newborn & Child Health (MNCH) tools. PURPOSE/SCOPE OF WORK The objective of the consultancy is to develop an MNCH training curriculum that will be used to build capacity of health care workers in comprehensive MNCH service delivery and conduct a training of trainers (TOT) for identified MNCH trainers. The consultant will be expected to: • Conduct preparatory meetings with SRHU and other stakeholders to gain an understanding of the MNCH Program • Conduct review of MNCH packages, documentation tools, available MNCH training curricula from Swaziland and other countries • Develop an MNCH training curriculum (participant manual and trainers’ manual) • Develop teaching and learning aids for training sessions • Conduct one training session for trainers, aspect to focus on include: o MNCH package o Participatory learning and adult learning skills o Facilitation techniques o How to deliver the 5 day workshop o Responsibilities of trainers in mentorship visit
CONSULTANT DELIVERABLES • MNCH Training Curriculum o Trainers’ manual narrative and power point presentations o Participant manual • Training Materials (this should focus on how to conduct the training sessions, using the lesson plans, the MNCH Guidelines and the supervision and mentorship framework): o Teaching and learning aids • One 5-day training of trainer’s workshop completed
CONSULTANT QUALIFICATIONS:
• The successful candidate should have at least a master’s degree from a recognized institution in Public Health, program planning, management, implementation, monitoring and evaluation. • Have strong background in Public Health in general and Safe Motherhood and Child Health programs. • Have extensive knowledge and understanding of public health policies and strategies as well as cutting-edge, innovative models to address MNCH training issues • Experience in curriculum design and in the use of participatory methods. • Applicants should have appropriate and extensive experience in the development of publication-quality training materials.
FOUNDATION RESPONSIBILITIES:
EGPAF will coordinate workspace in the Swaziland Reproductive Health Unit for consultant and will provide local and international travel and logistics support to consultant.
LOGISTICS:
The task is to commence on or after 11th October 2013 and conclude on or before 29th November 2013. Time frames are as follows: Attend preparatory meetings to gain an understanding of the MNCH Program and do literature review 4 days Development of a MNCH training curriculum: content for participant and trainers manual and 8 day lesson plan for all training sessions 7 days Development of a training guide for trainers 5 days Development of teaching and learning aids for training sessions 3 days Conducting one training session for trainers 8 days Compile report for assignment with completed training materials 5 days TOTAL 32 days
KEY CONTRACT TERMS:
All deliverables provided to the Foundation must be furnished for the use of the Foundation without royalty or any additional fees.
All Materials will be owned exclusively by the Foundation. Consultant will not use or allow the use of the Materials for any purpose other than Consultant’s performance of the Contract without the prior written consent of the Foundation.
EVALUATION CRITERIA AND SUBMISSION REQUIREMENTS:
All proposals will be evaluated against the following Evaluation Criteria. Each proposal must contain the items listed in the Submission Requirements column in the following chart.
