Field of activity Within the framework of EUNIDA, a grouping of EU Member State implementing agencies, GIZ International Services is managing the EU Libya Health Systems Strengthening Programme.
1 Background
The Libyan health care delivery system reflects past systemic imbalances and the impact of the civil war. Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities –a consequence of the conflict– further exacerbate the situation.
The overall objective of the EU-LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. The purpose of this action is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.
2 The EU-LHSS programme is articulated around three result areas:
Result One Strategic Planning, Health Financing and Capacity Strengthened: National health strategy, related policies and action plans developed; health financing options identified; provider payment mechanisms reviewed; and capacity of the Ministry of Health and Health Professionals Associations strengthened at all levels.
Result Two Health Service Delivery and Quality of Health Care: Health Service Package successfully rolled out in pilot areas; options for public private partnerships identified; quality of outcomes framework and accreditation standards developed and selected quality improvements reported.
Result Three Workforce Planning, Development and Management: Recruitment and retention targets in place; pre-service and in-service training needs assessed and partially addressed through targeted training and partnerships with training institutions; curricula upgraded and standardised; licensing standards and management tools developed and rolled out in pilot areas.
3 Objectives of the mission
3.1 General objective of the mission
The Short-Term Expertise (STE) described in these Terms of Reference is complementary to the tasks of the long-term experts and responds to a request articulated by the Steering Committee of the EU LHSS and the Ministry of Health.
The expertise mobilised will support the programme to:
- Design, develop and launch a high-quality, results-driven website with an easy to use content management system to display information about programme activities and deliverables
3.2 Specific objectives of the mission
- To evaluate and organise information to design a website that responds to the needs of the pro-spective audience and ideally includes at least seven (7) pages:
- One welcome page including news, events and contacts and links to other web-pages in English
- One welcome page including news, events and contacts and links to other web-pages in Arabic
- One page for Programme Deliverables for Strategic Planning and Health Financing
- One page for Programme Deliverables for Health Service Delivery
- One page for Programme Deliverables for Quality of Care
- One page for Programme Deliverables for Human Resources for Health
- One page for Background Documents
All pages have to be in English with a separate page with same content in Arabic language. Transla-tion will be delivered by the LHSS programme.
- To design a blueprint for website's structure, layout, functionality, back-end systems and links to other sites, including as a minimum a link to the Ministry of Health and the National Centre for Disease Control
- To use programming languages and HTML tools, as well as other information technology to create and structure the new website
- To organise at least three rounds of consultations with a Task Force appointed by the LHSS Steer-ing Committee to solicit comments and input on website design and content
- To configure the new website to state-of-the-art, secure server environment and link the website to the domain information on the web and to relevant pages
- To organise at least two internal consultative sessions where the new website shall be presented to the Task Force for review and final approval
- To launch the website once authorisation has been granted by the Ministry of Health
- To train at least two local staff to enable them to upload new documents and information
3.3 Expected results and deliverables
- Creative and professional website design and content
- Three rounds of consultations organised with the Task Force to solicit comments and input
- Two internal consultative sessions organised to present the new website to the Task Force
- Website launch
- Front and backend user training
4 Management of the mission
4.1 Work language
The work language is English.
4.2 Responsibilities
The expert will report directly to a Task Force established by the Programme Steering Committee and composed of: Dr. Arbi Gomati, Mr. Abdulbaset Alkawash, Dr. Samir Sagar and the Team Leader of EU-LHSS. The Programme Manager (the European Union) will act as an observer capacity in the Task Force.
The composition of the Task Force may be altered with prior approval of the Chair of the EU LHSS Steering Committee. If a STE for Strategic Communications is mobilised, the expert shall be part of the Task Force and will liaise closely with the website developer.
Website development, from contract signing to the launch of the new website, is expected to take a maximum of twelve working days. It is expected that the design process shall require constant dis-cussion and numerous reviews of initial designs until a consensus is reached. This will include at least three rounds of consultations with a Task Force appointed by the LHSS Steering Committee and at least two consultative sessions where the new website shall be presented to the Task Force for review and final approval. The expert will also ensure close consultation with the Long term and Short Term experts mobilised under the programme and the chairs and co-chairs of all Working Groups.
4.3 Timetable
The duration of the mission will be of up to 12 man/days distributed over a four weeks period be-fore end of 2013. The programme reserves the right to extend the contract for post-design on-call services to address any start-up issues.

The location of the mission is Tripoli, Libya

5.2 Profile of the expert
Experience
- A minimum of 3 years experience in modern web development and web graphic design
- Proven experience in graphic design, web savvy, planning, web user interface design, web programming, illustration tools, multimedia content development
- Proven understanding of browser capabilities and internet presence
- Proven writing and editing skills, with a strong command of English and ability to convey complex ideas in a clear and direct style
- Excellent communication skills and teamwork
- Working knowledge of Arabic desirable
Qualifications
- Bachelor’s Degree in Information Technology or equivalent
6 Reports
6.1 Format and contents
No report will be required. A website outline, design, development and contents will be the sole deliv-erable of this consultancy.
6.2 Delivery and approval of reports
Not applicable.
