OBJECTIVES OF THE PROGRAMME :
The objectives of the African Health Observatory Unit are:
  • To assist Member States in their effort to strengthen national health information, and knowledge systems;
  • To support Member States in building capacity to generate and use relevant information, and evidence;
  • To improve the availability, quality and use of health information at country and regional level;
  • To strengthen the evidence base at regional and country levels to inform policies and strategies, and to monitor and improve health.
Description of duties:
The incumbent of the post will:
  • Manage the information products of the African Health Observatory. These will include Integrated Country Profiles, the Atlas of African Health Statistics, the African Regional Health Report, input to the Global Health Observatory (GHO), training materials and other text materials;
  • Coordinate and manage the timely issuance of publications;
  • As managing editor of the information products, plan, coordinate, commission and oversee the editing of information materials, including print, web and multimedia products. This will include the development and management of an external network of contracting editors and proof-readers and the management, revision and control of the work outsourced to this network;
  • Appraise manuscripts submitted for publication and make recommendations as to acceptance for publication; advise scientific and technical staff on editorial matters; develop editorial guidelines and directives for external editors, writers, and staff involved in the preparation of documentation; and participate in the development of publication policies;
  • Develop the African Health Monitor into a journal of note and repute issued on a quarterly basis in a timely and regular fashion;
  • Write advocacy and information papers suitable for publication in regional and international journals on the development of knowledge management, research and health information systems in the Region;
  • Carry out resource mobilization activities in support of the above activities.
REQUIRED QUALIFICATIONS
Education:
Essential:
  • Advanced university degree in a scientific or research-related subject.
Desirable:
  • Post-graduate training in information systems or knowledge management.
Skills:
  • The incumbent should demonstrate the technical capabilities regarding observatories and web-based publishing and layout.
  • Awareness and vision regarding the possibilities afforded by new technology in relation to web-based information resources.
  • Skills required managing, writing and editing journals and other information products, particularly in a multilingual and multicultural environment, and in relation to both online and offline content in low and high bandwidth circumstances.
  • Management and influencing skills capable of mobilizing all professional staff to submit input to ongoing information products.
  • Speaking and advocacy skills.
  • Clear understanding of ethics in relation to both biomedical research and publishing.
  • Experience with social networking tools such as Wiki, LinkedIn, etc. Skills in publishing, taxonomy, search software.
Experience:
Essential:
  • At least 10 years' experience in publishing and editing scientific literature, including experience as a manager of publishing operations.
  • Significant experience in designing, creating and managing content-based websites.
Desirable:
  • Experience in research ethics.
  • Experience in resource mobilization.
Languages:
Essential:
  • Excellent knowledge of English or French with working knowledge of the other language.
Desirable:
  • Knowledge of other WHO official languages.
Annual salary:
(Net of tax)
USD 80734 at single rate
USD 86904 with primary dependants
Post Adjustment:
65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
