VACANCY ANNOUNCEMENT: SENIOR POLICY OFFICER
FOR POSTAL SERVICES
The African Union, established as a unique Pan African continental body, is chargedwith spearheading Africa's rapid integration and sustainable development by promotingunity, solidarity, cohesion and cooperation among the peoples of Africa and AfricanStates as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve these objectives, the African Union intends to strengthen itscapacity to deliver by, among others, the implementation of a new organization structureand the filling of vacant posts.
The Commission of the African Union invites applicants who are citizens of MemberStates for the post of Senior Policy Officer for Postal Services.

2. Major Duties and Responsibilities
- Initiate the formulation of policies, plans of action, programmes and projectproposals relating to postal sub-sector;
- Facilitate implementation, monitoring, supervision and evaluation of postalprojects and programmes;
- Prepare and coordinate studies and research in the field of postal sector;
- Organise and service workshops, seminars and meetings on postal matters;
- Facilitate activities of specialized technical committee(s) and sub-committees on Postal issues;
- Maintain working relations with RECs and other regional and internationalorganizations in postal matters;
- Ensure overall management of the posts unit including preparation of its budgetand supervising subordinate staff and short-term experts in conformity withrelevant rules procedures in force;
- Produce and submit periodic reports on activities and specific missions; and
- Perform any other duty as may be assigned.
3. Educational Qualifications
- Candidates must have at least a Master Degree in Economics, Legal, PostalManagement or equivalent qualification.A higher qualification will be an added advantage.
4. Work Experience:
- Candidates must have at least 8 years of progressively relevant experience inpostal sector development as well as programme/project management with aminimum of 3-4 years' experience in developing policies;
- Experience at regional and/or international levels in the postal sector is desirable.
5. Other Relevant Skills:
- Planning and organising - Proven ability to plan and organise work within aproject; ability to make timely decisions;
- Communication - Effective written, oral and presentation skills, particularly todraft/present information in a concise and accurate manner; ability to developconsensus among people with varying points of view.
- Teamwork: Excellent interpersonal skills and ability to operate effectively acrossorganizational boundaries; ability to establish and maintain effective workingrelations with people of different national and cultural backgrounds with respectfor diversity.
- Judgment/Decision-making - Good judgment and initiative, imagination andresourcefulness, energy and tact, ability to ensure an effective work structure tomaximize productivity and achieve Unit goals.
- Computer literacy: Well-developed IT skills including efficient use of Microsoftoffice major applications: word processing, spread sheets Excel spread-sheet,Power Point, outlook and spectrum management softwares. Other importantcomputer applications will be an added advantage.
6. Language Requirement:
- Proficiency in at least one of the African Union working languages (English, French,Arabic and Portuguese) is a must have.
- Knowledge of the other working languageswill be an added advantage.
7. Age Requirement:
- Candidates must preferably be between 30 and 45 years old.
8. Tenure of Appointment:
- The appointment will be made on a fixed term contract for a period of three (3) years, ofwith the first twelve months will be considered as a probationary period.
- Thereafter, thecontract will be for a period of two years renewable, subject to satisfactory performanceand deliverables.

11. Remuneration:
