OVERVIEW OF THE POSITION Our client’s programme is strongly focused on post conflict recovery and consolidation of peace and one of the main Programme portfolios is Governance and Rule of Law (GROL).
Our client’s Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and copy with the impact of violence.
Our client’s Civilian Police Project has been focusing on promotion of community policing principles, human rights, and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to design a Puntland Police Act / Law in accordance with the international human rights norms and standards.
Under its capacity building component, our client is aiming to provide basic capacity to Crime Investigation Departments (CID) developing a unit responsible for the professional management of crime scenes and legally-correct documenting of all facets of a crime thereby providing a solid evident base to sustain a substantiation process during the investigation.
Under the overall supervision of our client’s Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will specifically work with Puntland Police CID to enhance knowledge and understanding of the forensic investigative techniques required for precise control to maximize evidence collection and its analysis.
The objective of this assignment is to strengthen the capacity of Puntland Police CID in collecting, examining and processing evidences through the forensic methodology and techniques in order to carry out the evidence based investigation.
GENERAL FUNCTIONS • Conduct assessment on Puntland CID on the existing expertise on Forensic procedure, documents and the existing skills in crime scene management as well as evidences identification, collection, examination and preservation. • Draw up the training needs assessment report. The report shall include the context of the assignment, the methodology used, the findings and the recommendation, as well as the strategy recommended to be followed for the trainings development. • Develop and present guide notes (SOPs) for the crime scene relevant reconstruction procedure based on criminal investigations to an acceptable evidential standard. • Deliver 10 days basic evidence training for the CID personnel on practical skills needed to establish the sequence of events involved in the crime, determine where, when and how the crime was committed as well as who committed the crime. • Provide training on the practical use of Forensic equipment for basic crime scene investigation, accident reconstruction, scene animation, evidence collection, preservation, and storage, evidence processing and Forensic photography to provide them technical skills to execute any felony investigative mission with success. • Conduct assessment of desk officers for record keeping and data management to quantify data about arrests made, criminal files and verification of court orders. • Plan and deliver then days of specialist GBV criminal investigation course focusing on investigative planning, forensic evidence collection, victim and witness interviewing, suspect interview tactics and preparation of report and forms to sustain the case substantiation process. • Provide regular updates for our client in Garowe field office on the progress of the consultancy. • Perform other assignment related tasks.
Monitoring and Progress Controls The consultant will prepare a work plan and progress updates that can be reviewed from time to tome as the situation dictates to assess whether the work performed meets the standards set by the project.
Final Product / Deliveries • An initial assessment report, with activities to be undertaken and time lines. The report should contain a review of existing procedures and documents; understanding of the scope of the ToR, outline of the training and detailed time based-action plan of work. • Develop training curriculum for basic police forensic training. • Conduct the training on forensic investigations procedure, documenting, SOPs and guide note on Forensic acts and reporting. • Conduct an initial training for CID SGBV unit and local medical service providers. • Final report on accomplished tasks and achievements. • Any other related outputs as agreed on between the consultant and our client.

ESSENTIAL EXPERIENCE • Master Degree in criminology, law, sociology or related fields coupled with extensive international or national experience in Law Enforcement in the area of Forensic Investigation of Sexual and gender based violence. • 5 years of experience, including demonstrable experience in CID development, strategic planning, organizational development or management. • Sound knowledge and experience in acquiring of forensic and other scientific evidence to support of a criminal investigation. • Experience in Police programming in post-conflict environments • Prior knowledge and experience of working in Somalia is an added advantage.
LANGUAGES Fluent in English, working knowledge of Arabic would be beneficial.
Other Information The expert will be required to have a personal lap top computer with all relevant software.
