Objectives of the role: The European Commission is looking to implement a five year programme aimed at developing and strengthening national and regional capacity to manage the direct and indirect use of coastal, marine and island-specific ecosystems towards the sustainable conservation of biodiversity.
The role of the Grants Manager will to organize, launch and administer calls for proposals within the overarching programme and will oversee grant dispersal, management, monitoring and evaluation of projects in line with EC guidelines.

Start Date: end of 2013 / beginning of 2014
Duties and Responsibilities: •Design and implement a call for proposals scheme in line with EDF procedures •Formulating the Guidelines for Applicants of the Call for Proposals •Guide grantees in formulating their proposals according to EC guidelines •Support the assessment of the financial, grants management and administrative capacity of grantees •Support the on-going assessment of performance delivery of grantees against project objectives •Provide other support to the team effort as requested by the Team Leader •Contribute to efforts in meeting donor reporting requirements as well as reporting to DAI home office
Key Skills & Qualifications: •At least 10 years in projects/programmes preparation, appraisal and implementation; •At least 2 years’ experience in managing the implementation of calls for proposals in line with EDF procedures; •Excellent knowledge of EC procedures (EDF rules, call for proposals, contract and finance guidelines, calls for proposal evaluations, assessment of concept notes etc.); •Previous experience in formulating of the Guidelines for Applicants of the Call for Proposals (including priority areas for intervention; eligibility of actions, size of grants; percentage of the EC contribution and applicant contribution; eligibility of applicants and partners etc) •Highly familiar with Project Management Guidelines, Logical Framework and budgetary analysis; •Practical experience in designing monitoring and evaluation for the projects and reporting schemes; •Previous experience in carrying out assessments of concepts notes and project/programme evaluation is highly desirable; •Previous work experience in Comoros, Kenya, Madagascar, Mauritius, Seychelles and/or Tanzania is an advantage •Experience working with Non-State Actors is advantage •Fluency in English and French (both written and oral) is required; •Previous work experience in strengthening the sustainable management of biological resources is an advantage;
Education: •Advanced Degree in Finance, Economy, Business Administration or related field
