In 2013, the VSO Rwanda Disability Programme has been awarded a three year grant from DfID Rwanda to continue its rights based programme targeting core aspects of the sector. This is an exciting opportunity to work with Rwanda National Union of the Deaf (RNUD), a national non-governmental organisation established in 1989 by Deaf people themselves (both men and women) with a view to creating unity and raising awareness of the challenges and concerns of Deaf people in Rwanda. RNUD is operated by Deaf people themselves and is dedicated to advocating for equal opportunities and rights of Deaf people in all areas of life.
What does the role involve?
You will work with the Rwanda National Union of the Deaf (RNUD) to support Deaf women in Rwanda to accurately identify their needs to develop and implement solutions. Working closely with RNUD staff and volunteers, you will:
•share your experiences working with Deaf Women and organisations in different countries so RNUD can learn from different approaches and decide how to proceed by adapting this learning to the context and culture of the Deaf movement in Rwanda
•assess the situation working closely with the current Deaf Movement Advisor and then set up a timetable of activities
•work with Deaf women in appropriate ways to help identify current issues and practical ways forward
•on-site support to RNUD in some of the following ways to build on existing work; Techniques of conflict resolution, Communication techniques, Methods of transparent decision-making (planning, communication, general management and administration procedures), building unity across Deaf womens’ communities, How to mobilise Deaf volunteers in Kigali and in rural areas, Project design, Supporting research, Development of position papers.
•use a variety of methods as appropriate; formal and informal training sessions, focus groups, facilitating discussions and debates, going on field visits with members of the organisations to meet Deaf women.
Skills, qualifications and experience required
You’ll be a fluent Sign Language user with experience working within the Deaf community and Deaf associations, plus have a good understanding of deaf culture. You’ll have particular professional experience working with issues related to women (e.g. reproductive health, gender-based violence) and in particular HIV and AIDS. You’ll have good experience working with NGOs and People with Disabilities Organisations, with experience in Income Generating Activities. You’ll be experienced in leading/managing a group or organisation and have demonstrable facilitation and training skills. You’ll have good project preparation and management skills and be used to networking at a high-level. You’ll be a patient and flexible person, open to others’ opinions and views and able to work with a range of people, with ideally experience managing conflict. You’ll be a problem solver with a practical and proactive approach with the ability to motivate others and work independently. You’ll be a clear communicator, with the ability to explain complex issues and have a flair for innovation and creativity.

You’ll be based in Kigali, the capital city of Rwanda. We’ll ask you to commit 12-24 months to make a sustainable contribution to development goals and in return we’ll provide you with invaluable training before your placement, a local living allowance, return flights and accommodation. When you return to your home country we’ll help you resettle and we’ll invite you to stay involved with us through campaigning, development awareness raising and fundraising.
