Web Designer for website upgrade of the Programme Policy and Procedure electronic Manual
October 15 – December 31, 2013
1. Background
The Programme Policy and Procedure electronic Manual (PPPeM) was launched in March 2012, transforming the paper-based manual into a web-enabled version aimed at enhancing accessibility to and application of programming procedures. The PPPeM enables access to programme guidance through varied channels including links to websites relevant to programming from within UNICEF, the UN and externally, and highlights upcoming programmatic events. The electronic manual supports quicker adjustments to guidance in response to the evolutions in the international development landscape, UN programming processes and internal UNICEF programmatic shifts. In this format, the introduction of new materials and the elimination of outdated content and processes is made easier. UNICEF is shifting from the Lotus platform to Microsoft Sharepoint in the development of its websites. It is in this context that the organization is looking to shift the PPPeM to the Sharepoint platform to enhance its features and increase accessibility to programming guidance for UNICEF country offices.
2. Purpose of Assignment
A consultant is being sought by UNICEF to provide innovative and versatile interactive designs while moving the current site from Domino environment to SharePoint environment. The consultant will modify and create clean, branded, and user-friendly design solutions for supporting the PPPeM manual.
Under the supervision of the Senior Programme Specialist, Programme Guidance, the consultant will undertake the following tasks:
• Develop site structures, features and functionality with the view to ensuring appeal and usability of the website
• Liaise with UNICEF ITSSD to review web architecture and design
• Prepare and initiate the movement of the PPPeM from the Lotus Platform to Sharepoint, proposing a schedule beginning with guidance on the Situation Analysis and the recently developed PCA guidance
• Review linkages to other sites of the intranet, particular as relevant to the PPPeM, particularly the Country Office Portal etc…
3. Deliverables:
• Sketch, wireframe, mock-up, and prototype of the new design
• New innovative and versatile interactive designs for the site on the SharePoint platform
• PPPeM migration from Domino to SharePoint, initiated for two guidance areas (Situation Analysis and PCA guidelines).
4. Duration: October 15 – December 31, 2013
5. Qualifications and specialized knowledge, experience and skills required:
• Possess a University degree in Computer Science, Information systems management or related field
• At least 5 years of experience in content development and information management for web-based projects and 4-6 years managing strategic creative design and creative production projects
• Proven understanding of overall web design including usability, industry standards, architecture and navigation.
• Professional graphic and web design experience with a portfolio demonstrating an ability to work with strong online brands.
• Understanding of and experience with information communication technologies that underpin UNICEF website production, specifically web HTML coding, CSS coding, JavaScript Coding and the creation of web graphics using Adobe Creative Suite
• Knowledge on Lotus Notes Domino and SharePoint knowledge and skills are a plus, including master pages and SharePoint Designer.
• Understanding of IKM/ MIS systems, platforms and processes within large organisations
• Experience in working with both private and not-for-profit sectors
• Experience in facilitating web-based discussions and dialogue through online platforms
• Ability to multi-task and work efficiently under pressure with careful attention to detail.
• Good writing and critical reasoning skills

7. Payment Schedule:
Payments based on monthly invoices that specify number of days worked in that month and monthly report
