Consultant, Cost Implementation Plan, Nigeria

On 11 July 2012 the UK Government and the Bill & Melinda Gates Foundation with UNFPA and other partners hosted a groundbreaking summit in London. The London Summit on Family Planning (FP2020) generated global commitments to make high quality, voluntary family planning services, information and supplies more available, acceptable and affordable for an additional 120 million women and girls in the world’s poorest countries by 2020. FP2020 aligns with related global frameworks and commitments including the UN Secretary General's Global Strategy for Women's and Children's Health, “Every Woman, Every Child,” he Ouagadougou Partnership and the Alliance for Reproductive, Maternal and Newborn Health.
Purpose:
Through this activity, the Health Policy Project will support governments to attain their ambitious commitments made at the summit through strengthening national capacity to develop country-owned, broad-based, national FP Costed Implementation Plans aligned to FP2020 pledges. FP Costed Implementation Plans are concrete and detailed plans for achieving the goals of a national family planning program over a set number of years. A CIP details the program activities necessary to meet national goals and the costs associated with the activities, providing clear program-level information on the resources it needs to raise domestically and from partners. A Costed Implementation Plan is critical to give direction to a national FP program. To ensure that a country’s London Summit Commitments are implemented, there needs to be a detailed plan of where they want to go and how they intend to get there. Activities with measureable performance indicators also need to be developed so countries can monitor their progress against their plan.
HPP’s innovative approach to supporting the CIP process in countries leads to greater country ownership and aligns with ongoing government planning and coordination efforts within a relatively short development process. The purpose of this activity is to provide technical support to Nigeria to develop a national strategic, costed plan to allocate resources to and implement their national commitment to family planning as part of the global initiative to revitalize family planning under the 2012 London FP Summit (FP2020).
The Costed Implementation Plan (CIP) for FP2020 is the strategy execution plan for the country’s FP2020 or Ouagadougou Partnership commitments. The CIP serves the following purposes for the country (ministry and partners):
Clarify strategy—to articulate the country’s consensus-driven priorities for family planning. The consultative CIP becomes a social contract for donors and implementing partners as it helps ensure that all FP activities are aligned with the country’s needs; the CIP prevents fragmentation of efforts and guides current and new partners in their FP investments and programs.
Detail activities and implementation roadmap—to ensure that all necessary activities are included with defined targets for program activities and are appropriately sequenced in a roadmap to deliver the outcomes to reach the country’s FP2020 goals by 2020
Determine impact—to develop estimates of the demographic impacts (unintended pregnancies averted, abortions averted), health impacts (maternal deaths averted, child deaths averted, unsafe abortions averted), and economic impacts (healthcare costs saved) of the family planning program if the plan is implemented
Define budget— to determine detailed costs associated with the entire FP program (including commodity costs and program activities) in the plan
Secure commitment—to determine and secure current donor and national government commitments, identify funding gaps, and develop an advocacy plan to ensure adequate funding is raised Monitor progress—to measure the extent of activity implementation and to help ensure that the country’s FP program is meeting its objectives, to ensure coordination, and to allow for course correction
With support from HPP and other partners, seven countries have completed national FP action plans: Senegal, Burkina Faso, Niger, Togo, Mauritania, Guinea, and Zambia; two more in West Africa (Benin and Ivory Coast) will be completed this year. HPP’s technical support process has led to the development of a number of country-owned products in each country including: a Family Planning National Action Plan; a list of detailed activities to be implemented; cost estimates for implementation; and optional supporting tools depending on ministry request, e.g., a landscape document, brochure, impact calculations, and monitoring tools for internal ministry use.
Support to Nigeria:
Intensive in-country technical support to be implemented Nigeria in partnership with BMGF-funded partner for first component of work at the federal level, and as the lead for state-level work under the guidance of the Ministry of Health:
At least one Futures Group staff and/or consultant works with other partners to support the Federal Ministry of Health to develop a Costed Implementation Plan for the Federal level
This will involve in-country support (preferably full-time) between November 1 to mid-December working with partners supported by BMGF to finalize the national plan
The Futures Group consultant will then support the Ministry of Health to decentralize the plan to six states in order to cascade the work beyond the federal ministry and to support the state-level roll-out and planning process—this may involve supporting the states to plan and begin implementation on one or more focus areas (e.g. commodity chains) or may involve supporting the state to develop its own CIP or workplan based on the federal plan and/or targets
One state (Lagos) has been selected; the other five states are TBD by the Ministry of Health
The state-level work is projected to start once the federal plan is finalized in December and be entirely completed by June 2014
Deliverables:
Federal Costed Implementation Plan including a list of detailed activities to be implemented; cost estimates for implementation (draft in MS Word; final version signed by government in MS Word or Adobe pdf) and any additional supporting products/tools developed based on request of the Ministry of Health (e.g., a landscape document, brochure, impact calculations, and monitoring tools for internal ministry use)- to be approved by Ministry of Health and Futures Group. Draft due 31 December 2013. Final due 31 March 2014.
6 state-level CIPs or implementation plans/workplans- 6 final documents due 30 May 2014. To be approved by Ministry of Health and Futures Group by 16 June 2014.

Total Number of Work Days:
100 days total
Work with BMGF-funded consultants in Nigeria to complete the Federal Costed Implementation Plan: Up to 25 days (1 November- 15 December 2013)
State-level work in 6 states: Up to 75 days (15 December- 30 June 2014)
Anticipated Travel/ Expenses:
$20 daily per work day for local telephone, transport within Abuja, basic office supplies, printing, etc. (home base)
Transportation and per diem for work in 6 states- reimbursed based on actual travel per USAID rates
