Place within the organization: Hierarchically accountable to the Head of Mission (HoM) and temporarily hierarchically accountable to (respective) Field Coordinator (FC) when in (respective) project. Functionally accountable to the Humanitarian Affairs Adviser in Barcelona.
Job dimension: The HAO follows up the humanitarian context, chiefly related to the drafting and the implementation of a medical advocacy strategy for the country.

CORE RESPONSIBILITIES AND TASKS The HAO will work mainly in Juba with regular visit in all field project locations depending on the identified needs. The HAO should actively liaise with DepHoM and MedCo (and the FCs, whenever needed, with specific ToR per project). Main responsibilities and tasks will be:
- Develop and implement a medical advocacy and communications strategy, based on the analysis of: (i) country’s health care system, (ii) MoH and Donors strategies, (iii) potential scenarios for the upcoming period. The analysis will be chiefly related to Malaria and Maternal and Child Mortality (as well as to other possible areas of interest for the mission as described in the axes previously identified).
• Carry out a comprehensive context analysis (including, among the others, problems tree, actor mapping and SWOT analysis) of the areas mentioned above. • Define together with HoM/MedCo the common priorities for the medical advocacy inside and outside the country. • Liaise closely with the Medical Department and the Intersectional Working Groups, whenever a more specific technical support is needed. • Draft a strategy (log frame) based on the identified objectives for advocacy. • Lead the implementation of the approved medical advocacy strategy, as well as the definition of messages, tools and lobbying activities to advocate. • Collaborate with the Communication Officer in Juba and the Communications Departments in the HQ to develop the appropriate mediums for targeting messages included in the advocacy strategy.
• Actively participate in the diffusion of the agreed messages supporting the CMT, in close coordination with the HoM. • Represent MSF in front of other actors where delegated by the HoM.

- Spar the mission on the analysis of the current South Sudan political context. • In the sight of the next elections planned for 2015, carry out a research on structure and setting of current government, political parties, oppositions and civil society. • Complete the research on the political system with a comparative study on the local authorities, for specific areas of interest as identified by the mission. • Afterwards, integrate the preliminary outcomes in a broader analysis of the South Sudan socio-economic context. • Provide the mission with constant updates and ad hoc researches, when required. • Draft some scenario of the potential political evolution of the country in the next future.
3.Support the CMT • Collaborate when required with the CMT giving advice from the perspective of humanitarian affairs. • Help the team in creating awareness and identity of MSF presence in South Sudan (ie, SANOU project). • Provide specific training to the teams in using the tools for data collection and witnessing and work closely with the teams in order to obtain buy-in on the planned activities. • Support the mission identifying advocacy opportunities/needs and implementation at project level. • Upon HoM agreement, carry out any specific analysis on humanitarian issues considered as a priority for the mission and advice the CMT accordingly. • Other responsibilities as a member of the CMT.
EXPECTED OUTPUT - Prepare and share a comprehensive analysis of the South Sudan medical advocacy priorities. - Develop and implement a medical advocacy strategy for the South Sudan mission. - Produce and share updated analysis of the current South Sudanese political context. - Keep constantly update and, whenever necessary, integrate the existing documents on context analysis (regional, national and local). - Develop standard tools for analysis and information gathering.
REQUIREMENTS Specific: Study and work experience background in law, international relations, international development and/or background in lobby, advocacy or communication. Experience in public health is an asset. Qualifications field experience: HAO/ Liaison experience and previous MSF experience (as FC or other representative position) Linguistic competence: Fluent in English (spoken and written)
