We are currently seeking a "Non-Revenue Water Management Specialist" for a utility reform activity to support the formation of a new, multi-municipal utility (MMU) that covers all or most of the island "Aguas de Santiago" in Cape Verde. This activity will create a blueprint for utilities in other parts of the country.
Selection criteria include:
- Formal education in civil engineering, planning, construction management (or similar)
- Recognized professional qualification / registration
- 10 years of progressive experience in water supply and sanitation
- Significant WASH utility non-revenue water management experience and will have either held employment with a utility or consulted with a utility
- Technical knowledge of WASH Operations, repair and maintenance, leak detection, revenue metering in intermittent supply regions
- Direct experience in non-revenue water management techniques to International Water Association (IWA) standards
- Experience in Cape Verde, other Lusophone or geographically similar countries
- Professional proficiency in Portuguese and English
