ORGANIZATIONAL CONTEXT
Adeso, formerly known as Horn Relief, is an expanding and vibrant African based international development and humanitarian organization. At Adeso, we work with African communities who are yet to realize their full potential; working inside these communities to create environments in which Africans can thrive. Our belief that economic, social and environmental security is the bedrock of a healthy community drives the nature and intent of our programming. For the past 20 years we have strengthened rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Adeso has been working in South Sudan for 3 years, having been established at the height of South Sudan independence. The country portfolio, which is currently focused in Northern Bahr el Ghazal State, has been largely funded by USAID/OFDA and the Common Humanitarian Fund (CHF). We have supported over 3,300 families through emergency, recovery and resilience building projects. Adeso anticipates a 6-month partnership with WFP South Sudan on a Cash-for-Assets (CFA) project meant to restore household and community livelihood assets in selected villages in Northern Barh el Ghazal State. If successful, this project will be rolled out in other states in South Sudan with similar needs. Adeso seeks to be the lead agency in implementing and influencing national policy in cash transfer programming in South Sudan.
POSITION SUMMARY
The Program Manager will provide technical and management oversight to the CFA program, ensuring the implementation and monitoring processes meet the required quality and donor standards. The position holder will also be responsible for fiscal and personnel management of the program. This position will be key in ensuring efficient administration of cash and completion of identified community infrastructure for construction.
SPECIFIC ROLES AND RESPONSIBILITIES
• Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are respected and all supporting documentation is sent to Nairobi as per required schedule • Manage the procurement and distribution of materials and supplies to the necessary sites. • Identify site supervisors, design site specific work plans and carry out relevant trainings based on project objectives • Oversee establishment of an efficient and effective cash administration system for the program • Ensure Adeso invests in community assets that will give the highest and best value and impact on livelihoods • Ensure all infrastructure is 100% complete and properly handed over to communities • Coordinate and liaise with WFP state-level office on a regular basis on project progress • Coordinate and liaise with state-level partner ministries and RRC on a regular basis on project progress, including sharing reports • Populate weekly, monthly and quarterly program progress reports for sharing with the Country Director, HQ and WFP • Manage all program personnel, ensuring learning and growth of team members • Liaise with HQ HR in recruitment of short-term civil engineers for the program • Attend NGO state and county level coordination and sector meetings.
SKILLS AND QUALIFICATIONS:
• Bachelor’s degree in a social studies, business administration or equivalent • Minimum of 3 years experience in cash programming; South Sudan experience an advantage • Strong project management experience is essential, including experience in proposal writing and donor reporting • Strong knowledge of and experience in humanitarian guidelines and principles • At least 3 years experience in budget and personnel management • Good understanding of development and humanitarian response contexts • Ability to multi-task in fast-paced environment • Advance knowledge of written and spoken English • Experience writing compelling and high quality program reports • Willingness to travel within security approved parts of South Sudan.
