Organisational Setting and Reporting
This position is located in United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Senior DDR Officer will report to the Deputy Special Representative of the Secretary General/Resident Coordinator/Humanitarian Coordinator (DSRSG/RC/HC). The focus of this job is to lead and/or direct policy development for, as well as design, implement, monitor and evaluate DDR programmes, operations and other activities in Mali in keeping with MINUSMA’s mandate.
Responsibilities
Within delegated authority, the Senior DDR Officer will be responsible for the following duties: • Serves as senior officer for a significant segment of DDR field operations; plans, coordinates, and supervises all aspects of DDR activities in Mali; ensures an integrated and harmonized approach among other components of the Mission (political affairs, military component, civilian police, public information, logistic support, etc.). • Serves as the DDR advisor to the Mission leadership, providing expert policy advice on Cantonment and DDR-related issues, how they interface with other areas of the Mission’s mandate implementation, and on the role and timing of DDR or related activities in the context of Mali. • Develops and maintains relations with high level government officials, local leaders and other key players; and actively promotes coordination and communication between international and national partners with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities. • Leads large, highly complex programmes/projects, field missions, etc., including provision of guidance to government officials and other parties and drafting mission summaries; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Directs and/or provides substantive support to consultative and other meetings, conferences, etc., to include proposing and presenting agenda topics, identifying participants, preparation of documents, etc. • Maintains effective partnerships with relevant partners in the UN Country Team. • Provides innovative technical advice and assistance to regional and local DDR commissions and offices, etc., including in institutional strengthening (capacity building) for the national DDR institutions. • Oversees the development of technical guidance and directives on Cantonment and DDR-related issues for MINUSMA and contributes to the development of other mission-specific guidance • Represents the Unit at international, regional or national meetings; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Supports Mission leadership in conflict resolution and confidence building measures. • Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of work plans, budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), recruitment and preparation of inputs for results-based budgeting. • Recruits, guides, supervises and mentors staff in the execution of their respective functions. • Contributes to the development of a resource mobilization strategy and ensures effective coordination with donors, including the private sector. • Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law, management, international economics, international relations, development or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in international affairs preferably including experience on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery or a related area is required. Experience with management in multicultural settings, including administrative and operational management of interdisciplinary teams is required. Significant experience in leading the design and implementation of DDR strategies and programmes/projects involving multiple national and international partners is required. Previous experience in conflict or post-conflict field operations mounted by the UN common system (inclusive of peacekeeping, political missions, and UN Agencies, Funds, and Programmes), non-governmental, or regional organizations is required. Field experience in Africa is required.
Languages
Fluency, both oral and written English is required. Fluency in spoken French is required. Working knowledge of one of the local languages in Mali is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. - Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
