Web Content Officer

Candidates are asked to give careful attention to this vacancy notice and to apply only through Eurofound’s online recruitment system, on the official application form.
I. DUTIES
The Web Content Officer will be based in the Information and Communication unit, reporting to the Web Manager and will work in close cooperation with the Managing Editor in:
  •  Implementing and managing outsourced web services;
  •  Project management of web development projects and continuous helpdesk function;
  •  Assisting in the management of Eurofound websites and development of content and structure;
  •  Assisting in the development of strategies and guidelines for Eurofound’s web content and structure;
  •  Improving information architecture and content usability;
  •  Contract management and drawing up specifications for procurement;
  •  Assisting in other projects of Eurofound’s programme, as necessary and as directed by the Head of Unit.
II. QUALIFICATIONS AND EXPERIENCE REQUIRED
The Selection Procedure is open to any candidates who, by the closing date for applications, fulfil the following conditions:
A. Eligibility criteria:
  •  You must be a citizen of one of the Member States of the European Union, entitled to full rights as a citizen;
  •  You must have university education of at least 3 years leading to award of a degree in web technology, web communications, computing or related areas;
  •  You must have at least two year’s relevant experience following award of the
  • primary university degree.
  •  You must have fulfilled any obligations imposed by the laws concerning military service;
  • You must be able to produce character references as to suitability for performance of the duties specified;
  •  You must have a thorough knowledge of one official language of the European Union and a satisfactory knowledge of another language of the Union. As English is the main working language of Eurofound, proficiency in English is required to a level necessary for the performance of your duties. The post of Web Content Officer requires a very high level of English;1
B. Selection criteria
1. Candidates will be shortlisted for testing and interviews on the basis of the following:
  •  Experience of web development in an open source environment;
  •  Experience in web analytics;
  •  Solid knowledge of web content structure as well as presentation and user profiles;
  •  Experience with web content management systems, such as Drupal or similar;
  • Experience in project management and familiarity with the application of project management programs;
2. In addition to the above, candidates who are invited for testing and interview will be assessed on the basis of the following criteria:
  •  Very good writing and oral communication skills, in English;
  •  Well-developed innovation and creative skills.
  •  Solid team player with a capacity to work independently when necessary;
  •  Ability to cope concurrently with several tasks and to work to deadlines under pressure;
  •  Good customer service orientation;
Evidence of the following would also be desirable:
  •  Experience of working in international / multicultural environment
  •  Knowledge of the EU social policy agenda and of the key interests involved;
You must be able to prove, when requested, that you meet the conditions for admission by means of appropriate documents (copies of diplomas, certificates from university authorities and employers, etc. may be requested at a later stage).
III. ORGANISATION OF THE SELECTION PROCEDURE
The Selection Procedure will be based on an examination of application forms followed by testing and interviewing of short-listed candidates.
Examination of Applications
1. A list of candidates who have submitted their applications (using the official application form and by the closing date specified - see Section V) and who fulfil the eligibility criteria set out in Section II.A will be drawn up. The list and the application forms will be forwarded to the Selection Committee.
2. The Selection Committee will examine the applications and draw up a shortlist of candidates who fulfil the selection criteria set out in Section II.B.1. It will base its decision exclusively on the information given on the application form. Candidates who do not fulfil the requisite conditions for admission under Section II or who have not properly completed their application will be eliminated at this stage.
A maximum of the 15 most suitable candidates (who achieve a minimum of 70% in the shortlisting process) will be invited to interview with the Selection Committee.
The pass mark for the interview is 70%. Candidates will also be required to take written tests in:
  •  English (or in their second language if their mother tongue is English) (pass mark 50%)
  •  a competencies test (through English - pass mark 60%).
Failure to achieve the qualifying mark in any of the tests will result in exclusion from the selection procedure.
3. Information to candidates:
At the end of each stage, candidates will be informed of the decisions taken in their case.
4. A reserve list of a maximum of the 6 most suitable candidates2 will be drawn up by Eurofound. The list can be used as a reserve for recruitment should additional vacancies arise. It will be valid for up to two years from the closing date for this selection procedure and may be extended. Successful candidates will be duly informed of any extension.
