Position: Résilience Program Manager

Purpose of the position: To supervise resilience programs in WV Mali and oversee DRR related work in WVM Relief and Development projects, including Area Development Programs. The Program Manager will provide strategic leadership and guidance to the project managers and other project staff in the implementation and achievement of project objectives. The position will be responsible for ensuring quality of programming by setting up appropriate structures, standards, staffing, management and resources and ensuring that policies are adhered to and correspond to the standards set by the NGOs. This position will be required to oversee project implementation and finances of multiple projects and understand the requirements of various donors in this regard.
Key Responsibilities
• Develop and oversee operational and management plans for resilience activities and ensure that the program is up-to-date on the implementation, ensure full cycle of the project implementation and adherence to the design documents.
• Provide technical advice to WV projects and programs on how to build resilience of communities to disaster and climate change in local programs.
• Provide support in developing, testing and rolling out capacity building measures on DRR and climate adoption, including training and support visits to improve practice on DRR and Community resilience building in line with WV approaches.
• Oversee regular reporting as per the donor requirements.
• Oversee efficient budget management and coordinate financial management aspects with the grant manager responsible for the program.
• Develop/maintain relationships with government officials, donors, partners, NGOs, community groups and community.
• Represent resilience programs with donors, government and others.
• Maintain quality through compliance with World Vision and international humanitarian standards. Ensure Humanitarian Accountability, protection and gender main-streaming.

Knowledge, Skills and Abilities
• University degree in Development Studies, Social Studies, Economics, Statistics or other related field
• 5 years or more experience of relief and development work.
• Experience of assessment, planning and implementation of development and emergency programmes.
• Commitment to implementing WV’s vision and mission at all levels and in all aspects of the programme.
• Good management experience
• Relevant teamwork experience and good interpersonal skills. Ability to work sensitively with people from a variety of cultural and social back¬grounds.
• Self motivated with excellent time management skills.
• Good command of English and French
• 5 years or more experience of relief and development work.
• Experience of assessment, planning and implementation of development and emergency programmes.
