Background
IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption, and sustainable use of all forms of renewable energy. It facilitates and catalyzes sharing of best practices and lessons learnt regarding policy frameworks, capacity-building, finance mechanisms and other relevant measures for accelerating and expanding the demonstration and deployment of renewable energy technologies.
IRENA is mandated, inter alia, to analyze and monitor policies and financial mechanisms, provide relevant advice and assistance on policies, and financing for renewable energy, promote the development of local capacities and offer capacity building, including training and education.
The purpose of the Junior Professional Associates Programme is to enable junior talented and promising university graduates and post graduates to gain first-hand experience in the work of IRENA and a deeper insight into the role of the Agency in promoting the widespread and increased adoption and sustainable use of all forms of renewable energy. The programme offers valuable exposure to IRENA’s main activities and programmatic areas. On occasion, there are also opportunities in support areas such as administration, finance, human resources and public information. The Agency will also benefit from gaining new and motivated members of staff, bringing new skills and perspectives.
IRENA is establishing a Global Renewable Energy Islands Network (GREIN) as for pooling knowledge, sharing best practices, and seeking innovative solutions for accelerated update of clean and cost-effective renewable energy technologies on islands and virtual islands far from transmission grids, reducing their needs for costly fossil fuel from distant sources. A Junior Professional Associate is required to assist IRENA’s efforts to activate interest clusters on renewable energy resource assessment, tourism, waste-to-energy, and desalination.
For the interest cluster on resource assessment, IRENA is focused on islands with signficiant undeveloped wind, geothermal and biomass resources. Guidelines are being developed for detailed wind resource measurements to help ensure project bankability on islands. Partners may support island pilot projects in which such measurements are made and wind turbines installed.
In the tourism interest cluster, islands will share best practices for the use of renewable energy to supply services such as solar hot water heating for showers, solar-assisted room air conditioning, and building-integrated photovoltaics for room lighting and refrigerators. Renewable energy audits will be conducted on a variety of islands to assess the cost effectiveness of such options Some hotels may install these options in pilot projects to demonstrate their real cost savings.
To help launch the interest clusters on waste-to-energy systems and desalination systems for islands, studies will be conducted to assess the cost-effectiveness of such systems, and a survey will be conducted to map suppliers and financers of such systems. The work will identify which islands need such systems and who can provide, maintain and finance such systems.
IRENA is also developing action agendas for the accelerated deployment of renewable power options on the electric grids of Africa, Central America, Southeast Asia and other regions. There are major opportunities for renewable power to displace costly and polluting fossil fuels, particularly as fossil fuel prices increase and the costs of renewable power decline over time. Enabling market and financial environments are needed to put these opportunities in place, as renewable power options often face barriers to market entry and high costs of capital.
To provide a basis for the action agenda in each region, IRENA will assess the long-term plans currently in place, the extent to which these plans incorporate cost-effective renewable power options, the opportunity to incorporate a greater share of renewables in light of declining cost trends for wind and solar power, the capacity to operate transmission grids with a greater share of baseload and intermittent renewable power options, and human, financial, economic and institutional barriers to the expansion of renewable power options in the market. Based upon the assessment in each region, actions can be considered to establish renewable power development zones, regional processes for integrated resource planning that include more renewables in the generating mix, and more open markets that reduce the risks of financing renewable investment.
Experts may need to be identified to assist the GREIN interest clusters, Renewable Readiness Assessments for countries, and other IRENA initiatives on a pro-bono basis, through the Renewable Energy Policy Advice Network (REPAN) that has been jointly organized by IRENA and the Solutions Center of the National Renewable Energy Laboratory (NREL) in the United States. Matching suitable experts to project needs is a major focus of the REPAN activity.

• Help to organize workshops on renewable energy applications for islands by identifying suitable participants, managing invitations, and preparing discussion notes
• Summarize findings from the work on roadmaps, grid stability, tourism, resource assessment, waste-to-energy systems, and desalination systems for inclusion in reports.
• Survey waste-to-energy systems and desalination systems on islands, map suppliers and financers of such systems, and enter the information into a common database.
• Survey which islands have wind, geothermal and biomass resources that could be developed in a cost-effective fashion and contribute to GREIN resource assessment.
• Help assess the most promising candidate islands and hotels for renewable energy audits and subsequent installation of renewable options that the audits find to be cost-effective.
• Assist in organizing conferences of stakeholders in different regions to consider actions for promoting renewable power options on regional electricity gridse.
• Identify suitable experts to assist IRENA activities, with advice from IRENA country focal points, working through the Renewable Energy Policy Advice Network (REPAN).
• Perform other tasks as required.

Qualifications

• Excellent command of written and spoken English is a must. Knowledge of other languages would be of additional benefit.
• Specific knowledge and experience related to renewable energy options for power grids and buildings, including their cost and performance characteristics, is extremely desirable.
