The South African National AIDS Council (SANAC) leads South Africa’s response to the national HIV and AIDS, TB & STIs epidemics. SANAC is building a dynamic team that can facilitate its effective leadership of the national response. We are, therefore, recruiting for a Health Economist position that exists within the Donor Fund Coordination unit in Pretoria.
POSITION: HEALTH ECONOMIST
DURATION: 3-year contract
Key Responsibilities:
• Collate, review and summarise up-to-date financial, costing and economic information relating to the response to HIV and AIDS, TB and STIs in South Africa.
• Develop and maintain a database of unit costs, identify, collate, review and repackage existing research (local, regional and international) and identify areas of new research to be undertaken, so as to contribute to SANAC’s priority research agenda.
• Develop Terms of Reference for economic research and/or projects required to inform the government’s response to HIV and AIDS, TB and STIs.
• Undertake in-house economic research, where feasible, or identify suitable service providers and provide technical oversight of these.
• Identify, collate and analyse routine indicators of financial performance towards the NSP targets.
• Track previous spending and available resources against the country’s priorities and their financial need estimates.
• Contribute to the development of costing and budgeting models to facilitate SANAC, PCAs and provincial departments’ budgeting processes.
• Develop and analyse financial or quantitative models to assess opportunities for improved efficiency and effectiveness of HIV and AIDS and TB interventions.
• Explore new funding mechanisms for government to generate revenue for HIV and TB programmes, projecting potential income and assessing feasibility.
• Facilitate meetings with government and external stakeholders to drive operational and policy changes based on financing scenarios.
• Manage the SANAC Costing Technical Task Team.
• Draft policy memos to inform SANAC, government, external stakeholders on health financing challenges and opportunities.
• Collate management information for the NSP Financing Committee.
• Develop and implement work plans, including budgeting and tracking of expenditure.
Qualifications, experience and skills:
• An Honours Degree/Master’s Degree in Health Economics or equivalent.
• A minimum of eight years of working experience in the private or public health sector, with increasing levels of responsibility and experience managing other individuals.
• Five years of experience in health financing, costing, budgeting, resource tracking, impact assessment in HIV and/or health. An understanding of national health insurance programmes would be advantageous.
• Extensive knowledge of the South African public sector and its financial systems.
• Knowledge of or experience with the Global Fund proposal development process as well as other donor funding mechanisms (e.g., IHP, SWAP, HIPC funds).
• Ability to work in developing countries, particularly in the health sector and/or with other National AIDS Councils.
• Ability to come up with innovative financing approaches for developing countries.
• Very strong quantitative skills, including experience developing and analysing financial models.
• English language fluency, both written and verbal, and with sound presentation skills.
• Excellent organisational and problem-solving skills.
• Ability to think strategically about long-term programme objectives and the detailed steps necessary to achieve them.
• Ability to multi-task and work effectively in fast-paced, high-pressure situations.
• Ability to work independently on complex projects and solve challenging problems with limited structural or operational support.
• Proficiency with MS Excel and PowerPoint.
• South African citizenship is required.
This is a three-year performance-based contract, renewable subject to satisfactory performance and availability of funds. Flexibility regarding time worked and office location will be based on the strength of the applicant and SANAC’s requirements.
