Background: The aim of this project is to improve reading and writing skills of children grades one through eight in their mother tongue and the English language, as measured by improvements in students learning outcomes. The READ Community Outreach project will target more than 1,000 primary schools that use local languages (Affan Oromo, Aff Somali, Amharic, Tigrinya, Sidama, Wolaitigna, Haidya) as medium of instruction. The project will implement innovative interventions to promote a stronger culture of reading and writing among students and communities.
Deputy Chief of Party, READ Community Outreach Project, Ethiopia
Reports to: Chief of Party
Job Purpose: Supports the Chief of Party with planning and management of program operations and project budget; Directly supervises and guides regional project staff to ensure the timely and well-coordinated implementation of activities; Assists in the development of annual and quarterly work plans; monitors field activity progress and reports it to the Chief of Party; Provides technical advice to project staff and facilitates trainings, as relevant; represents the project in partnership forums at national and regional levels
Responsibilities: • Provide programmatic leadership for project activities through direct implementation, provision of strategic guidance, and supervision/training of regional project staff. • Support the Chief of Party, as necessary, to liaise with the Government of Ethiopia, other NGOs, and other project partners to ensure effective implementation of project activities • Oversee the management and mentoring of project staff; supervise subcontractors and grantees • Oversee the recruitment and potential dismissal of regional staff • Conduct quarterly review meetings at the Woreda and regional levels • Travel to the field and provide regular updates on project status • Support the Chief of Party to oversee the project budget and all project financial resources; work closely with the finance department to plan monthly projections, monitor burn rates, and handle other budgetary matters.

Required Qualifications: • Must have a Master’s degree in education or related field, followed by 8 years of working in human capacity development, civil society strengthening, and primary education • Demonstrated knowledge of Ethiopia’s education sector structure, planning, and management • Experience working in partnership with U.S. government agencies, host country governments, and other stakeholders • Must have prior experience in a position with significant responsibility for oversight of human and financial resources, preferably for a similarly sized donor-funded project • Must be a dynamic, flexible team player with demonstrated leadership abilities and outstanding communication skills • Strong interpersonal skills with aptitude for building relationships • Fluent English and Amharic
Preferred Qualifications: • Prior USAID project management experience, especially managing programs within Ethiopia’s education sector • Demonstrated experience with qualitative and quantitative Monitoring & Evaluation methodologies
