Background
The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and Internally displaced persons returning home after a long civil war. In 2012 DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan. DRC is the camp manager of the Yusuf Batil camp and Doro camp, with a total population of 80,000 refugees, and carries out protection in four camps in Maban comprising a population of 120,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and livelihood activities. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (armed violence reduction) activities.
Key Tasks and Responsibilities
The Camp Manger Trainee programme is to provide an opportunity for candidates with various skills and backgrounds to gain an insightful experience into how Danish Refugee Council is working in a refugee setting. A three month period of intensive training in overall DRC activities, administration, finance and procurement is being offered.
The Camp Manager Trainee will work closely with the overall Camp Manager Coordinator, for both camps, where the primary task will be to provide support for operational coordination and programmatic development to the team in either Doro or Yusuf Batil camp. The trainee will ensure that camp management activities expand and develop in line with DRC’s agreement with UNHCR, applicable standards and overall site layout. This will include (but not be limited to) supporting community services, camp operations, camp-level coordination with beneficiaries and partners, mapping of services and camp facilities, establishment of M&E system, development of strategies for expansion of activities. Strong analytical skills and communication skills are required.
Further, the Camp Manager Trainee will be closely involved in the upcoming mass relocation of populations between camps, and emergency response, in the event of new arrivals.
Qualifications
- A bachelor degree in social sciences, international relations, international development studies, gender studies, human rights studies, or other relevant field required, candidates with an advanced degree are preferred
- Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries, duty bearers and other stakeholders
- Quickly builds rapport with individuals and groups; maintains an effective network of individuals across organizational departments.
- Proven ability to work and live in very basic living conditions in deep field locations and adopt to local culture
- Ability to work under pressure, with minimal supervision, and in a culturally diverse team
- Knowledge of GIS and SSPS is an advantage

Training conditions
Availability: 1st of December 2013.
Duty Station: Maban, Upper Nile, South Sudan
Contract; Until 28th of February 2014, with possibility of integrating the trainees into positions of Field Officers.
