Position: Program Manager - FMNR

Purpose of the position: To provide overall leadership and management of the World Vision Mali Eco-Agriculture (FMNR) in the African Sahel project, ensuring timely project implementation, sound financial management & budget control; quality assurance; staff & community capacity building; technical support; engagement & networking all aimed at achieving well designed, integrated and sustainable FMNR Initiatives and ensure that they are adoptede and fostered across the Sahel Region.
Key Responsibilities
Leadership & Strategic Management
• Provide positive leadership to the Eco-Agriculture (FMNR) project ensuring that the project activities are managed and executed with excellence as per plans within time and budgets, meeting donor and community accountability.
• Provide oversight and management support to Project staff, ensuring projects are well managed, including ensuring the implementation and maintenance of core security requirements.
• As part of purposeful intergration, develop an FMNR integration plan to mainstream FMNR in ADP activities.
• Ensure the projects achieve Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and WV Mali’s strategic priorities and project designs.
• Support professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities
• Develop and implement strategies for intentional and mutual learning among Resilience staff.
• Provide oversight and management support to Project staff, ensuring projects are well managed, including ensuring the implementation and maintenance of core security requirements.
• As part of purposeful intergration, develop an FMNR integration plan to mainstream FMNR in ADP activities.

Quality Assurance
• Where required, develop comprehensive grant project proposals for funding and support in ensuring quality design of FMNR projects, AOPs, proposals and concepts as per LEAP guidelines and other standards;
• Develop project’s progress reports, providing lessons learnt to inform future programming.
• Review of TORs for Assessments/ Baselines/ Evaluations and relevant reports;

Capacity Building for Quality Programming
• Create awareness to staff at all levels in WV Mali and other partners on FMNR and related issues;
• Build staff, community and organizational capacity in quality FMNR programming and re-sourcing with potential donors;
• Ensure field staff are trained and equipped and monitor and follow up with appropriate action, their work to ensure progress
• Overall be the point of contact for consultation on issues to do with FMNR and related issues;Documenting
• Development of Community Common Interest Groups (CIGs) to ensure farmers in the target region of adopt ecologically sound natural resource management (NRM) practices including soil and water conservation (SWC) and conservation agriculture (CA) practices.
• Build staff, community and organizational capacity in quality FMNR programming and re-sourcing with potential donors;
• Ensure field staff are trained and equipped and monitor and follow up with appropriate action, their work to ensure progress

• Provide technical support in the implementation of all agricultural, environmental and food security response initiatives;
• In collaboration with Design, Monitoring and Evaluation team, ensure proper assessments, baselines, monitoring and evaluation of all FMNR projects are done and that all the M & E findings/ recommendations are incorporated in the subsequent project designs;
• Participate in quality review and capacity building meetings;
• Participate in the annual program planning and budgeting review exercises;
• Through working with local authorities, ensure that an enabling environment for FMNR, SWC and CA exists at community, national and regional levels.
• Development of a “Greening the Sahel” movement that leads FMNR discussions nationally and regionally.
• Lead in the initiative to have an increased Coordination and collaboration among FMNR actors at the national and regional levels.
• In collaboration with Design, Monitoring and Evaluation team, ensure proper assessments, baselines, monitoring and evaluation of all FMNR projects are done and that all the M & E findings/ recommendations are incorporated in the subsequent project designs;
• Participate in quality review and capacity building meetings;
• Participate in the annual program planning and budgeting review exercises;
• Through working with local authorities, ensure that an enabling environment for FMNR, SWC and CA exists at community, national and regional levels.

Engagement and Networking with Strategic Stakeholders
• Make deliberate efforts to establish contacts with the government line ministries, academic and research institutions, to identify areas of possible collaboration, funding and technology sharing;
• Attend stakeholder meetings on sustainable agriculture, environment and climate change related to improvement of WV Mali position on FMNR;
• Establish contacts with both individual and government donors (e.g. USAID, DFID, EU AusAID etc) for resource acquisition.
• Participate and strengthen key partnerships & Networks Ensure high profile representation of WV Mali in National and International forums;
• Work closely with the Communication Department in the production of high quality and professional reports, press releases and updates for submission to donors, Learning Centre, partners etc.
• Network with other NOs who are undertaking FMNR project
• Attend stakeholder meetings on sustainable agriculture, environment and climate change related to improvement of WV Mali position on FMNR;
• Establish contacts with both individual and government donors (e.g. USAID, DFID, EU AusAID etc) for resource acquisition.
• Participate and strengthen key partnerships & Networks Ensure high profile representation of WV Mali in National and International forums;

Knowledge, Skills and Abilities
• A University degree in Environmental Management, , Forestry, Agriculture, Natural Resource Management or related discipline. A master’s degree in a related field will be an added advantage;
• Have at least five years of relevant work experience in a similar or related position;
• Must be computer literate especially in data analysis programs such as SPSS, EPI Info;
• Must have a demonstrated passion for Agro-forestry, sustainable land management, natural resource management, rural energy, eco-agriculture and related activities Willing to learn more on issues related to agroforestry, sustainable land management, eco-agriculture, natural resource management, rural energy, climate change and carbon markets;
• Ability to work and communicate in cross-cultural environment;
• Ability to establish and maintain effective working relationships with agricultural, forestry, natural resource management, rural energy and environmental organizations, business community and government officials;
• Self motivated and ability to make decisions
