Health Alliance International (HAI) is an independent 501(c)3 non-profit organization that also functions as a center for the University of Washington’s (UW) Department of Global Health. Because of its 501(c)3 status, HAI is able to receive funding directly from donors such as CDC, USAID, UNICEF, the Doris Duke Charitable Foundation, NIH and others. HAI works to support Ministries of Health in our partner countries, including Côte d’Ivoire, Mozambiqueand Timor-Leste.
HAI Côte d’Ivoire currently has an outstanding opportunity for a Grants Manager to be based in Bouake, Côte d’Ivoire. This position is eligible for standard HAI staff benefits. The Grants Manager will report to the HAI-CI Country Director and will work in close collaboration with in-country program managers and Grants team in Seattle. The CI Grants Manager is responsible for the implementation and management of contract and grant administrative policies and procedures to ensure that all Project partners, subcontractors and grantees are in compliance with US federal, donor, and local government requirements. The CI Grants Manager, in collaboration with headquarters grants management team, will advise staff on contractual and grant issues based on contractual documents, client procurement regulations, HAI-CI and donor policies. This position will develop and manage complex budgets. It will coordinate orientation and guidance on project specific requirements to program managers. This role will also serve as a technical resource to HAI and partner staff in interpreting donor rules and regulations and act as primary point of contact for contractual issues. The CI Grants Manager will serve as the local expert for the planning, budgeting, implementation and evaluation of subaward applications.
RESPONSIBILITIES
• COMPLIANCE
o Ensure compliance with US federal, donor, and local government rules and regulations.
o Be local lead person on all aspect of grant compliance, ensuring grant management standards (e.g. reporting, procurement, visibility, transfer of assets, audit, etc.) are understood and applied correctly.

• MULTI-GRANT MANAGEMENT
o Provide grants management and financial oversight services for all projects and their subawardees.
o Manage multiple projects with different donor regulations simultaneously, while ensuring costs are allocated appropriately across projects.
o Manage grant contract amendments, working with colleagues to ensure alignment between revised project implementation plans and budgets.
o Manage grant reporting, pro-actively engaging with colleagues to ensure reports comply with donor requirements in terms of their presentation, quality and timeliness.
o Maintain proper paper and/or electronic records in accordance with US federal and donor requirements.
o Manage multiple projects with different donor regulations simultaneously, while ensuring costs are allocated appropriately across projects.
o Manage grant contract amendments, working with colleagues to ensure alignment between revised project implementation plans and budgets.
o Manage grant reporting, pro-actively engaging with colleagues to ensure reports comply with donor requirements in terms of their presentation, quality and timeliness.

• COMMUNICATIONS and TRAINING
o Contribute to Grants Team updates, including progress against income targets and strategy, highlighting management issues, policy changes, new tools and training, current opportunities and events.
o Develop capacity of Country Office Staff in grant acquisition, management and compliance.
o Review agreements and provide recommendations and concerns to the senior management and regional support.
o Act as focal point for communications with HQ grants administration and compliance functions

• BUDGETING and FINANCE
o Develop budgets.
o Review and understand monthly financial variance reports generated at headquarters. Use financial reports as guidelines for adjusting personnel effort, program expenditures, activities, etc. where necessary.
o Oversee the proper coding of expenditures in financial system.

• SUBAWARDS
o Provide oversight to grantees sub-granting procedures and ensure that they are in compliance with USG/donor requirements.
o Work with grantees to develop robust sub-granting procedures and accountability to the project for grants received.
o Conduct continuous assessments on grantees and oversee capacity building plans and provisions in financial and grant management for all sub-grantee recipients.
o Conduct monitoring visits to selected grantees for compliance to rules and regulations and fulfillment of the approved work plan and monitoring and evaluation requirements and, as appropriate, audit agreed-upon procedures.
o Work with grantees to develop robust sub-granting procedures and accountability to the project for grants received.

EXPERIENCE REQUIRED:
• Degree in business management, finance, accounting, international development, public administration, or other related discipline.
• Strong familiarity with OMB Circulars A-110, A-122, and A-133
• 3 to 5 years’ experience working with US federal grants, cooperative agreements, and/or contracts
• Management of multiple grants from different donors simultaneously, while liaising with a wide variety of stakeholders.
• Grant/contract budget development; strong Excel budgeting skills required.
• Proven ability in establishing and maintaining effective working relationships with agency representatives, government officials, and staff.
• Experience training program staff on complex regulations and effectively transferring working knowledge of regulations, policies and procedures through formal or informal training activities.
• Proven ability to work collaboratively with senior management, headquarters, and staff at all levels, and has proven success working in team environment.
• Strong written and oral communication skills, strong interpersonal skills.
• Fluency in written and spoken English; proficiency in French.
