Mid-Level Economist/Public Revenue Expert
Short Term Assignment, 8-12 weeks, Conakry, Guinea
Starting November 1, 2013 -Immediate Assignment
IBI International has an immediate need for a mid-level economist/public revenue expert for an up to 12-week assignment in Republic of Guinea. The individual will provide Guinea’s Central Bank and Customs Administration expert guidance on how to improve current processes and procedures for recording and storing payment information (i.e. manual processes using paper forms and tedious reconciliation of payments received) and sharing and securing this information across the key economic institutions via an ICT network.
The assignment will include a process mapping assessment designed to identify the major bottlenecks in payment (customs duties and tax) information exchange including the technical, cost, security and human resource constraints and facilitating in the process of identifying solutions. The economist will provide technical expertise to the Guinean Officials by introducing methods for aggregating, storing, reporting and presenting information in a useful manner for analysis and decision making.
Required Qualifications:
-A Ph.D. and a minimum of five years of experience in revenue analysis, revenue forecasting, and/or treasury services at the state or national level, OR
-A JD/MA/MS and a minimum of seven years of experience in revenue analysis, revenue forecasting, and/or treasury services at the state or national level, OR
-A BA/BS a minimum of 10 years of experience in revenue analysis, revenue forecasting, and/or treasury services at the state or national level.
-Ability to travel for an extended period to Conakry, Guinea
-Fluent in English speaking and writing
-Fluent in French Speaking and writing.
-Previous experience working in developing countries, particularly West Africa
-Previous experience working on USAID or other donor-funded projects.
Salary: Salary will be based on salary history, and paid on a daily-rate consulting basis (1099). Compensation will include airfare and lodging, and emergency travel insurance. No other benefits are provided.
