Minimum Requirements
Qualifications Required: NOTE: ALL APPLICANTS MUST ADDRESS EACH SELECTION CRITERION DETAILED BELOW WITH SPECIFIC AND COMPREHENSIVE INFORMATION SUPPORTING EACH ITEM. Items 1- 5 are ALL REQUIRED 1. Education: Bachelor’s degree or host country equivalent in public health, health administration, public administration, business administration, economics, management or finance is required.2. Experience: A minimum of five years of progressively responsible work experience in business, management, public health or an international organization. At least 1 year of experience should include substantial exposure to administration or management of programs or funding of special projects at a USG agency is required.3. Language: - English level IV (fluent) reading/writing/speaking is required.4. Knowledge:- In-depth understanding of the structure and functions of CDC/SA is required.- Detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR); HHS (CDC and HRSA) and USG policies, guidelines and procedures for administration of contracts and cooperative agreements; and intra-agency procedures for coordination with CDC/HRSA and the American Mission in South Africa is required.- Detailed broad knowledge of the host country operational environment is required. - Detailed knowledge of the business environment in South Africa as well as the structure and operations of the Minister of Health (MOH) and the environment for health care delivery in South Africa.5. Skills and Abilities: - Excellent judgment and strong analytical skills for making independent and sound decisions regarding the management of cooperative agreement activities is required.- Strong oral and written communications are required.- Excellent demonstrated interpersonal skills as well as skills in developing and maintaining effective contacts in the Government of South Africa, the US Government, NGOs and other partners are required.- Excellent writing skills are required. - Must be proficient in the use of Microsoft Suite 2007. Job Specification
Basic Function of Position: The primary purpose of the position is to serve as a Cooperative Agreement Management Assistant (Grants Management) to support and promote effective and coordinated implementation, monitoring and overall management of Health and Human Services (HHS)/CDC funded PEPFAR activities carried out by implementing partners in South Africa. The position serves as a senior liaison between CDC/SA and implementing partners receiving funds from CDC/SA. The incumbent provides operational and fiscal management assistance to implementing partners and advises them on USG procedures and reporting requirements to assure compliance with CDC’s cooperative agreement management regulations and policies, including US government and CDC budgetary and reporting requirements.
