Chief Technical Advisor – youth and women employment promotion project Morocco
The Small Enterprises Unit of the ILO seeks to unlock the potential of creating more and better jobs in small businesses - a sector where the bulk of employment is being provided. The unit is working on improving the business environment, delivering entrepreneurship education and training, integrating small entrepreneurs into local and global value chains, and improving workplace practices (for more details seewww.ilo.org/seed).
In order to increase labour market opportunities for youth and women in Morocco the ILO launched in March 2012 the project "Youth at Work" in Morocco for a four year period. The project receives support from the Government of Canada.
To successfully carry out this on-going project, the ILO is looking for a Chief Technical Advisor (CTA) to be based in Rabat, Morocco.
Key technical duties
- Ensure an effective implementation of the project focussing on entrepreneurship development, strengthening the services of local labour offices, and encouraging youth participation through cooperating with NGOs.
- Supervise all national project staff (6 persons).
- Initiate and guide cooperation with key partners, in close collaboration with relevant ILO technical specialists, to guarantee the project’s performance and results.
- Ensure regular and complete information sharing on the status of planned and implemented project activities between the national project team in Morocco and ILO offices concerned.
- Manage, monitor and supervise project budgets.
- Organize and lead technical missions in target and pilot regions, guide and advise regional coordinators on site and remotely and ensure the appropriate and effective use of project resources.
- Monitor and coordinate research carried out by the technical staff and external collaborators.
- Disseminate information about the project through publications and press releases and ensure good communications with all partners. Ensure project visibility, project representation during meetings with donor agencies in regional and national forums, and the implementation of advocacy campaigns.
Qualifications requirements:
Education
Master's degree in Economics, Social Sciences or equivalent professional experience
Experience
Ten years’ experience of which at least seven internationally in the implementation and management of major technical cooperation projects, preferably in Morocco or in the region, particularly in active labour market policies targeting youth and women.
Languages
Excellent command of French, good knowledge of English and Arabic language would be an asset.
Technical Competencies
Proven ability to manage teams and projects including the remote management of staff; Ability to establish and maintain relationships and negotiate with government officials and social partners; Ability to lead team; Knowledge of ILO/UN rules and procedures would be an asset; Excellent time management and good organizational skills; Proven ability to integrate gender analysis in projects implementation; Ability to work under pressure and with deadlines; Confirmed capacity to take a leading technical and managerial role; Ability to write reports; Ability to manage large projects, such as regional projects and coordinate activities between projects ; Good knowledge of methods of monitoring and evaluation methods.
Behavioural Competencies
Strong client orientation, strong orientation to learning and knowledge sharing, negotiation skills, ability to make authoritative judgments, strong relational skills to ensure effective coordination with partners from different sectors and countries.
