OBJECTIVES OF THE PROGRAMME : To provide support to the Member States in the WHO African Region to develop policies and strategies and build capacity for the delivery of the health response to HIV/AIDS/STIs and other related diseases. This includes support for rapidly scaling up access to treatment and care services and accelerating prevention, while strengthening health systems.
Description of duties: Reviews of the incumbent's performance will be based on the WHO/PMDS, and will be guided by the broad programme goals, specific objectives and measurable indicators. New initiatives and long term plans required for the achievement of the programme's objectives will be discussed. Expected results will be reviewed to determine the achievement of objectives as set up in work plans and the milestones related to the MTSP and the AFRO Strategic Directions. The specific duties are to: Plan, coordinate and facilitate technical meetings or consultations to update countries on WHO policy and operational guidelines on HIV treatment and care in IST/ESA; Identify technical assistance needs and coordinate the provision of technical, normative and programmatic support for HIV treatment, care and support to countries in IST/ESA, including identifying and strengthening the capacity of Technical Resource Networks; Provide technical support and operational guidance for strengthening country capacity for the planning and provision of HIV treatment, care and support services; Contribute to the monitoring of and reporting on HIV treatment, care and support outcomes and deliverables in the AFRO HIV/AIDS Work-plan; Collaborate with other WHO IST/ESA programmes to scale up the provision of ART to children in need and to HIV-positive pregnant women; Build and sustain effective technical and strategic collaboration with other key stakeholders working on the provision of HIV/AIDS treatment, care and support services in the sub-Region, including but not limited to those within the UN system, the Global Fund, US Government partners and international NGOs; Contribute to resource mobilization for the work of WHO/AFRO and for countries in improving access to HIV treatment, care and support services; Contribute to the work of the HIV/AIDS programme related to operational research and the documentation of Best Practices in HIV prevention, treatment, care and support; Perform any other duties as requested by the Coordinator/IST/ESA
REQUIRED QUALIFICATIONS
Education: Essential: Medical degree from a recognized university and post-graduate degree in internal medicine or epidemiology or public health Desirable: Training in the management of health programmes
Skills:  Technical knowledge and expertise in public health and epidemiology, planning, programming management and coordination of health programs, especially on HIV/AIDS. Ability to work effectively with colleagues at national and international levels and to train others. Familiarity with key health sector HIV/AIDS interventions, in particular prevention and treatment and care scale up in the African Region. Detailed knowledge of WHO procedures and practices is also required including close familiarity with the work of the Regional Office, the Executive Board and World Health Assembly. Ability to exercise leadership and to work effectively with colleagues at national and international levels. Proven ability to plan, execute, supervise and manage a large international health programme. Ability to work in a multicultural environment. Excellent communication skills. Ability to work under pressure. Computer literacy. Familiarity with software in common use.
Experience: Essential: At least seven years' experience in the management of HIV/AIDS programmes at country level with at least 5 years experience at international level. Experience in coordination of the development and implementation of HIV/AIDS health sector response programmes in African countries will be an advantage. Desirable: Experience in capacity building, planning and monitoring and evaluation of health programs.
Languages: Excellent knowledge of English or French with good working knowledge of the other
Annual salary: (Net of tax) USD 67483 at single rate USD 72467 with primary dependants	Post Adjustment: 50.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
