- Indicative starting date: 21 October 2013
The assignment aims at:
- • Providing an overall independent assessment of the Regional Communication programme delivery of activities, outputs and results so far, according to the objectives and indicators of the programme, as defined in the programme document and the inception reports of the various components of the programme.
- • Providing recommendations for possible adjustments of activities and strategies as well as on how to streamline the collaboration between the three components for the remaining period of the programme.
- • Providing an overall independent assessment of the Regional Communication programme comparative advantages and added value in the Southern and Eastern Neighbourhoods vis-à-vis communication activities developed at bilateral level by the EU delegations and provide recommendations for possible future focus areas for a Regional Communication programme from 2015 on.
Qualifications and Skills
- • University degree in one of the following fields: economics, sociology, demography, political science, media, journalism, public relations, communications, arts, relevant to the assignment. In absence of the University degree, the relevant professional experience will be of a minimum 13 years.
- • Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods.
- • Extensive and relevant experience in the field of media relations and/or journalism (at least 7 years)
- • Good knowledge of media development activities developed by the European Union
- • Proven senior experience in organising managing/supervising media development activities
- • Full working knowledge of English and French and excellent report writing skills
Language skills:
- • Full working knowledge of English and French
- • Knowledge of Arabic and/or Russian would be an asset.
